The instrument does not specify funding sources or transitional payment mechanics."},"complexity_factors":["Small, self-contained instrument with only seven substantive clauses and a repeal schedule (low structural complexity).","Numeric, fixed fee figures set out plainly in section 6 (simple to apply).","Allowance entitlement in section 7 is defined by cross‑reference to a separate determination under Division 4 of Part II of the Remuneration Tribunal Act 1973 — introduces external dependency and administrative discretion.","Repeal of the 2016 regulation (Schedule 1) raises transitional/consistency considerations with prior rules.","Commencement date and authority are explicit (sections 2 and 3) but require reference to the parent Act for some defined terms (section 5)."],"plain_english_summary":"This regulation fixes annual pay for Remuneration Tribunal members: President $148,932 and other members $50,780 (for the financial year from 1 July 2025 and later). It also prescribes travel allowances equal to those a Departmental Secretary receives under the Act, repeals the 2016 regulation, and commences 1 April 2026.
