Training and Governance**\n- **Larger clubs**: All board members must complete specific training within 12 months\n- **Small clubs** (under $1m gaming profit): Must have at least 2 trained board members\n- Secretaries and managers must complete a board governance course within 2 years\n- Clubs can appoint up to 2 unelected board members for 3-year terms, but must disclose this to members\n\n**4. Accountability and Transparency**\n- Introduces a detailed **Accountability Code** requiring written contracts for top executives, restrictions on loans to directors, and disclosure of conflicts of interest\n- Limits on contracts with relatives of managers\n- Members must be given access to financial statements, details of executive pay, overseas travel, and community grants spending\n- Lists specific offences that can result in $110-$1,100 fines (penalty notices)\n\n**Why it matters**: This regulation protects club members by ensuring transparency around mergers, prevents conflicts of interest in club management, mandates professional training for those running clubs, and ensures community funds (from gaming machines) are properly accounted for."},"summary":{"complexity_score":2,"scope_assessment":{"changed":false,"description":"Insufficient content was provided to assess whether the scope of this regulation changed from its original intent.
