It affects telcos seeking the band, incumbent users who must move or renegotiate, and consumers/businesses relying on services there. Re‑allocation was to occur via long‑term spectrum licences under the Radiocommunications Act 1992, with key deadlines of 31 December 2006 (start) and 31 December 2007 (end). The move cleared legacy uses to enable modern mobile services."},"flash_summary":{"complexity_score":4,"scope_assessment":{"changed":true,"description":"Yes. The Declaration's Schedule 1 and section 4 were amended after first registration: the compilation notes show s4 was amended and Schedule 1 was repealed and substituted by Radiocommunications (Spectrum Re‑allocation) Declaration No. 1 of 2006 (see Notes/Table of Amendments). It fixes start, end and deadline dates and defines the affected geographic areas by precise map coordinates (Schedule 1). The measure affects current spectrum users, licence applicants and the regulator by determining when, where and how the band can be reassigned (see s4(1)–(6) and Schedule 1)."}},"importantCases":[],"_links":{"self":"/api/acts/radiocommunications-spectrum-re-allocation-declaration-no-1-of-2005","history":"/api/acts/radiocommunications-spectrum-re-allocation-declaration-no-1-of-2005/history","analysis":"/api/acts/radiocommunications-spectrum-re-allocation-declaration-no-1-of-2005/analysis","conflicts":"/api/acts/radiocommunications-spectrum-re-allocation-declaration-no-1-of-2005/conflicts","importantCases":"/api/acts/radiocommunications-spectrum-re-allocation-declaration-no-1-of-2005/important-cases","documents":"/api/acts/radiocommunications-spectrum-re-allocation-declaration-no-1-of-2005/documents"}}
