Specifically, if you operate a fixed high-power radio transmitter (over 2 watts) at a shared communications site under a standard transmitter licence, you must attach a durable label showing the transmitter's unique frequency assignment number and the words 'Do Not Remove.' The label must have contrasting colours (like black text on white background). This helps regulators and site managers identify equipment and prevent interference. The law replaces a 2013 version and grandfathers in existing compliant labels."},"flash_summary":{"complexity_score":3,"scope_assessment":{"changed":false,"description":"The instrument repeals the 2013 Determination (s4) but expressly preserves labels that already complied with the 2013 rules (s9), indicating continuity of labelling obligations rather than an expansion of scope. The rule applies only to transmitters meeting the conjunctive definition of 'relevant transmitter' (s7) and sets narrow, specific labelling content and appearance requirements (s8). Operators bear the compliance obligation (s8(1)); regulatory authority for the requirement is subsection 300(1) of the Act (s3)."},"complexity_factors":["Narrow, conditional scope defined by multiple conjunctive criteria for a 'relevant transmitter' (s7)","Dependence on definitions and external instruments (Act, Radiocommunications (Interpretation) Determination 2015, Register) for key terms like 'frequency assignment number', 'EIRP', 'PTS licence' (s5, notes; s6)","Operational requirement is simple but requires locating the frequency assignment number in the Register (s8(2)(a); s5 note)","Transitional clause preserves prior compliance under the repealed 2013 instrument, creating continuity rather than immediate replacement for existing labels (s4, s9)","Enforcement and power to require labelling stem from subsection 300(1) of the Act, so practical compliance and penalties rely on the Act rather than this instrument alone (s3, s8(1))"],"plain_english_summary":"This instrument requires the operator of certain high‑power, fixed transmitters located at communal sites (licensed under a transmitter licence other than a PTS and not a broadcasting station) to attach a contrasting label showing the transmitter’s frequency assignment number and the words “Do Not Remove” (s7–s8).
