By 1958, the RSL wanted to use these funds more broadly for \"general welfare activities\" — things like helping veterans and their families with housing, financial support, and other assistance.\n- **The solution:** In May 1961, the trustees signed a new trust deed changing the purpose of the fund. This Act ratifies (officially approves) that new deed and makes it legally binding.\n\n**Key changes approved:**\n- The fund can now be used for **\"general welfare activities\"** — broadly defined as any assistance (money or otherwise) given to servicemen and women, plus their husbands, wives, mothers, widows, and children.\n- This includes supporting RSL War Veterans' Homes and similar welfare organisations.\n- **Spending rules:** Day-to-day spending is directed by the RSL Council, but spending the **capital** (the original lump sum, not just the income it generates) requires 30 days' notice to all councillors and a 75% vote in favour.\n- **Governance:** Five trustees plus the President and Treasurer of RSL Victoria manage the fund. They must be financial (paid-up) members of the RSL. Three trustees must sign cheques.\n- **Investments:** The trustees can invest in shares, government bonds, property, and bank deposits.\n\n**Who it affects:**\n- Members of RSL Victoria (the beneficiaries)\n- Veterans and their families who receive welfare assistance from the RSL\n- The trustees managing the fund\n\n**Why it matters:**\nThis Act unlocked a significant pool of money — originally restricted to benefiting RSL members only — so it could be used more flexibly to support veterans' welfare across Victoria. It represents a shift from a narrow member-benefit trust to a broader charitable purpose supporting the veteran community."},"issue_detection":{"absurdities":[],"contradictions":[]}},"importantCases":[],"_links":{"self":"/api/acts/r-s-l-welfare-trust-fund-act-1961","history":"/api/acts/r-s-l-welfare-trust-fund-act-1961/history","analysis":"/api/acts/r-s-l-welfare-trust-fund-act-1961/analysis","conflicts":"/api/acts/r-s-l-welfare-trust-fund-act-1961/conflicts","importantCases":"/api/acts/r-s-l-welfare-trust-fund-act-1961/important-cases","documents":"/api/acts/r-s-l-welfare-trust-fund-act-1961/documents"}}
