Back in 1982, Victoria wanted to build the Queen Victoria Medical Centre in Clayton (a suburb of Melbourne). Instead of paying for it directly, the government passed this law so the Treasurer could guarantee loans taken out by whoever was building the hospital.\n\n**What it actually does:**\n- **Gives the Treasurer power to guarantee loans**: If the hospital builder (called the \"Development Authority\") borrows money or signs construction contracts, the Treasurer can promise the government will pay up if the builder defaults (fails to pay).\n- **Caps the risk**: The Treasurer can't guarantee more than $150 million in total principal amounts across all guarantees.\n- **Puts taxpayers on the hook**: If the builder doesn't pay and the government has to honor the guarantee, the money comes straight out of the state's Consolidated Fund (the main government bank account).\n- **Requires transparency**: Every guarantee must be published in the Government Gazette and reported to Parliament.\n\n**Who it affects:**\n- Banks and contractors lending money or doing work for the hospital build — they get a government backstop on their loans.\n- Victorian taxpayers — ultimately they're the ones covering the bill if things go wrong.\n- The \"Development Authority\" — whoever is officially in charge of building the hospital gets easier access to credit because the government is vouching for them.\n\n**Why it matters:**\nThis is a classic example of how governments use \"contingent liabilities\" (potential debts that only become real if something goes wrong) to fund major infrastructure without showing the full cost upfront. The $150 million cap was serious money in 1982 — roughly equivalent to over $600 million today. The Act shows how governments can shift financial risk from private lenders onto the public purse while keeping it off the immediate budget books."},"issue_detection":{"absurdities":[],"contradictions":[]},"summary":{"complexity_score":2,"scope_assessment":{"changed":false,"description":"There is insufficient legislative text to assess whether the scope changed from original intent.
