These forms are used to apply for a permit from the police.\n- **Form 1** is the application form. It asks for details like: when and where the event will happen, the route (if it's a march), who is organising it, what it's for, and how many people are expected.\n- **Form 2** is the permit itself — the document the police give back to approve the event, which can include conditions like start/end times, specific routes, and rules about not blocking emergency vehicles.\n- **Makes forms optional** — importantly, the regulations say these forms are just for guidance. You don't *have* to use them, and you don't necessarily have to apply in writing (though in practice, police usually require written notice).\n\n**Who it affects:**\n- Anyone wanting to hold a public protest, rally, or march in Western Australia.\n- The Western Australia Police Force, who issue the permits.\n\n**Why it matters:**\nThis is the paperwork side of protest law in WA. While the main Act (the Public Meetings and Processions Act 1984) sets out the legal rules about *whether* you can protest and what happens if you don't get a permit, these regulations just provide the administrative templates. The key takeaway is that the forms are suggested, not mandatory — though organisers still need to give proper notice to police under the main Act."},"flash_summary":{"complexity_score":2,"scope_assessment":{"changed":true,"description":"The instrument has been amended (see compilation table): Forms 3–7 were deleted and regulation 3 was amended in 2004 to clarify that prescribed forms are guidance only and that written applications are not required. They would affect anyone organising or participating in street gatherings by setting procedural rules (eg. permits, conditions or notifications) and so matter for lawful protest, marches and large public assemblies.
