No. 133/2019 were made on 10 December 2019 by the Governor in Council under section 42 of the **Prevention of Cruelty to Animals Act 1986**, No. 46/1986 and came into operation as follows:\n\nRegulations 1−8(1), 9−12, 14−159 on 14 December 2019: regulation 3(1); regulation 8(2) on 1 July 2020: regulation 3(2); regulation 13 on 1 September 2021: regulation 3(3).\n\nThe Prevention of Cruelty to Animals Regulations 2019 will sunset 10 years after the day of making on 10 December 2029 (see section 5 of the **Subordinate Legislation Act 1994**).\n\nINTERPRETATION OF LEGISLATION ACT 1984 (ILA)\n\nStyle changes\n\nSection 54A of the ILA authorises the making of the style changes set out in Schedule 1 to that Act.\n\nReferences to ILA s. 39B\n\nSidenotes which cite ILA s. 39B refer to section 39B of the ILA which provides that where an undivided regulation, rule or clause of a Schedule is amended by the insertion of one or more subregulations, subrules or subclauses the original regulation, rule or clause becomes subregulation, subrule or subclause (1) and is amended by the insertion of the expression \"(1)\" at the beginning of the original regulation, rule or clause.\n\nInterpretation\n\nAs from 1 January 2001, amendments to section 36 of the ILA have the following effects:\n\n• Headings\n\nAll headings included in a Statutory Rule which is made on or after \n1 January 2001 form part of that Statutory Rule. Any heading inserted in a Statutory Rule which was made before 1 January 2001, by a Statutory Rule made on or after 1 January 2001, forms part of that Statutory Rule. \nThis includes headings to Parts, Divisions or Subdivisions in a Schedule; Orders; Parts into which an Order is divided; clauses; regulations; rules; items; tables; columns; examples; diagrams; notes or forms. \nSee section 36(1A)(2A)(2B).\n\n• Examples, diagrams or notes\n\nAll examples, diagrams or notes included in a Statutory Rule which is made on or after 1 January 2001 form part of that Statutory Rule. Provision numbers include regulation numbers, rule numbers, subregulation numbers, subrule numbers, paragraphs and subparagraphs. See section 36(3C).\n\n• Location of \"legislative items\"\n\nA \"legislative item\" is a penalty, an example or a note. As from 13 October 2004, a legislative item relating to a provision of a Statutory Rule is taken to be at the foot of that provision even if it is preceded or followed by another legislative item that relates to that provision. For example, if a penalty at the foot of a provision is followed by a note, both of these legislative items will be regarded as being at the foot of that provision. See section 36B.\n\n• Other material\n\nAny explanatory memorandum, table of provisions, endnotes, index and other material printed after the Endnotes does not form part of a Statutory Rule. See section 36(3)(3D)(3E).\n\n2 Table of Amendments\n\nThis publication incorporates amendments made to the Prevention of Cruelty to Animals Regulations 2019 by statutory rules, subordinate instruments and Acts.\n\n–––––––––––––––––––––––––––––––––––––––––––––––––––––––––––––\n\nPrevention of Cruelty to Animals Amendment Regulations 2025, S.R. Farm animals must get water within set time limits. Tethered animals need access to water, shelter, and daily exercise off the tether.\n\n**Specific animal protections** — Sheep must be shorn before their wool gets too long, and mulesing (a surgical procedure) can only be done with registered pain relief. Twisted horse bits and pronged dog collars are banned.\n\n**Electronic devices on animals** — This is heavily regulated. Electric collars for dogs and cats require veterinary approval, proper training, and can only be used by qualified people. A new system for electronic collars on cattle was added in 2025, requiring ministerial approval, strict welfare standards, and manufacturer training programs. Electric prodders can only be used on certain livestock in specific circumstances, with restrictions on where on the body they can be applied.\n\n**Traps** — Multiple types of traps are regulated with detailed specifications: leghold traps (small and large), confinement traps, net traps, non-kill snares, rodent kill traps, and kill traps. Each has rules about where they can be used, how they must be constructed, and how often they must be checked. Glue traps that can catch animals are banned for sale or use.\n\n**Rodeos and rodeo schools** — These require licences and permits, with mandatory veterinary attendance. There are extensive rules about animal welfare: minimum weights and ages, limits on how often animals can be used, proper equipment fitting, banned practices (no fireworks, no sharp objects, no dragging roped animals), and alcohol/drug testing for participants.\n\n**Scientific procedures** — Three types of licences exist: for premises-based research, field work, and breeding specified animals. All require Animal Ethics Committee approval and compliance with national codes. There are strict rules about animal sources, housing standards, and what procedures are permitted.
