They ensure appeals are:\n\n* **Filed quickly** — within 14 days of the decision.\n* **Properly documented** — requiring typed submissions in triplicate (three copies) that clearly state what is being appealed, why, and what outcome the officer wants.\n* **Fair** — allowing officers to request witnesses and documents, and ensuring they get leave (official permission) from work to attend hearings.\n\n**Key practical requirements:**\n\n* Appeals must be **in writing**, **typed**, and submitted in **three copies**.\n* The notice must clearly state the **grounds for appeal** and the **relief sought** (what the officer wants the Board to do).\n* Officers can ask the Board to **summon witnesses** or **produce documents**.\n* If the officer doesn't show up, the Board can still decide the case based on whatever evidence is available.\n\n**Note:** This is a very short, procedural regulation. Most of the original content (regulations 3–6 and an Appendix) was deleted in 2007, leaving only the basic framework for filing appeals."},"flash_summary_failed":{"failed":true,"reason":"A positive credit balance is required for all requests, including BYOK, so fallback providers remain available.
