Any heading inserted in a Statutory Rule which was made before 1 January 2001, by a Statutory Rule made on or after 1 January 2001, forms part of that Statutory Rule.  \nThis includes headings to Parts, Divisions or Subdivisions in a Schedule; Orders; Parts into which an Order is divided; clauses; regulations; rules; items; tables; columns; examples; diagrams; notes or forms.  \nSee section 36(1A)(2A)(2B).\n\n• Examples, diagrams or notes\n\nAll examples, diagrams or notes included in a Statutory Rule which is made on or after 1 January 2001 form part of that Statutory Rule. Any examples, diagrams or notes inserted in a Statutory Rule which was made before 1 January 2001, by a Statutory Rule made on or after 1 January 2001, form part of that Statutory Rule. See section 36(3A).\n\n• Punctuation\n\nAll punctuation included in a Statutory Rule which is made on or after  \n1 January 2001 forms part of that Statutory Rule. Any punctuation inserted in a Statutory Rule which was made before 1 January 2001, by a Statutory Rule made on or after 1 January 2001, forms part of that Statutory Rule.  \nSee section 36(3B).\n\n• Provision numbers\n\nAll provision numbers included in a Statutory Rule form part of that Statutory Rule, whether inserted in the Statutory Rule before, on or after  \n1 January 2001. Provision numbers include regulation numbers, rule numbers, subregulation numbers, subrule numbers, paragraphs and subparagraphs. See section 36(3C).\n\n• Location of \"legislative items\"\n\nA \"legislative item\" is a penalty, an example or a note. As from 13 October 2004, a legislative item relating to a provision of a Statutory Rule is taken to be at the foot of that provision even if it is preceded or followed by another legislative item that relates to that provision. For example, if a penalty at the foot of a provision is followed by a note, both of these legislative items will be regarded as being at the foot of that provision. See section 36B.\n\n• Other material\n\nAny explanatory memorandum, table of provisions, endnotes, index and other material printed after the Endnotes does not form part of a Statutory Rule. See section 36(3)(3D)(3E).\n\n2 Table of Amendments\n\nThis publication incorporates amendments made to the Plumbing Regulations 2018 by statutory rules, subordinate instruments and Acts.\n\n–––––––––––––––––––––––––––––––––––––––––––––––––––––––––––––\n\nPlumbing Regulations 2018, S.R. They define what counts as plumbing, who can legally do it, what skills and qualifications they need, and the technical standards they must follow.\n\n**Who it affects:**\n*   **Licensed and registered plumbers:** Anyone working as a plumber must hold a licence or registration from the Victorian Building Authority (VBA). Different types of plumbing (called \"classes\") require different licences.\n*   **Apprentices:** People learning the trade can carry out plumbing work, but only under the direct supervision of a licensed plumber.\n*   **Homeowners:** Generally, you must hire a professional plumber. However, there are narrow exceptions for simple DIY jobs in your own home.\n\n**What work is covered:**\nThe regulations divide plumbing into specific categories, including:\n*   **Drainage:** Underground pipes for sewage and stormwater.\n*   **Gasfitting:** Installing and repairing gas pipes and appliances (including complex industrial \"Type B\" appliances).\n*   **Fire protection:** Installing fire sprinkler systems, hydrants, and hose reels.\n*   **Water supply:** Installing hot and cold water pipes, and devices that prevent contaminated water flowing back into the drinking water supply (backflow prevention).\n*   **Refrigerated air-conditioning:** Installing systems that use refrigerants to cool buildings.\n*   **Specialised work:** Complex tasks such as servicing thermostatic mixing valves (which control water temperature to prevent scalding) and converting gas appliances to run on different fuel types.\n\n**Key requirements:**\n*   **Licences vs Registration:** A **licence** allows a plumber to work independently and supervise others. A **registration** is for those with less experience or completing training; they must work under supervision.\n*   **Qualifications:** To obtain a licence, you typically need to complete a formal apprenticeship (Certificate III), pass specific competency exams, and gain practical experience (usually 2–6 years depending on the class of work). Some specialised work also requires an electrical licence.\n*   **Standards:** All plumbing work must comply with the *Plumbing Code of Australia* and various Australian Standards (technical rulebooks that specify materials and methods).\n*   **DIY exceptions:** Unlicensed homeowners may change shower heads and replace tap washers in their own homes. Almost all other plumbing work—including gasfitting, drainage, and backflow prevention—must be done by a licensed professional.\n\n**Why it matters:**\nThese rules ensure plumbing systems are safe (particularly for gas and fire systems), prevent contamination of drinking water, protect public health through proper sanitation, and ensure work meets professional standards. Carrying out regulated plumbing work without a licence can result in significant penalties."}},"importantCases":[],"_links":{"self":"/api/acts/plumbing-regulations-2018","history":"/api/acts/plumbing-regulations-2018/history","analysis":"/api/acts/plumbing-regulations-2018/analysis","conflicts":"/api/acts/plumbing-regulations-2018/conflicts","importantCases":"/api/acts/plumbing-regulations-2018/important-cases","documents":"/api/acts/plumbing-regulations-2018/documents"}}
