Think of it as the 'house rules' for these high-profile areas.\n\n**What it covers:**\n\n* **Protecting the space:** You can't litter, damage trees or buildings, graffiti, or climb fixtures (Sections 6–7).\n* **Animals:** Dogs must be on leashes except in designated off-leash areas; you're limited to 4 unleashed dogs in those areas. You must clean up after your dog. Assistance animals for people with disabilities are exempt (Section 9).\n* **Activities:** You generally can't busk, sell things, run exercise classes, hold weddings or ceremonies, or stage public assemblies without permission. Some areas allow weddings without a fee; others require a permit and payment (Sections 15, 16, 18–19).\n* **Safety and nuisance:** No fires (except provided BBQs), no drones, no camping, no swimming in the harbour waters, and no using loudspeakers or motorised toys (Sections 10–11, 31).\n* **Cycling:** Bikes are banned except on shared paths, pedestrian paths, or designated cycleways. Place Management can set speed limits (Section 17).\n* **Alcohol:** They can put up signs banning booze in specific areas, and you can be fined for ignoring them (Section 13).\n* **Closing areas:** Place Management can temporarily close areas or limit crowd numbers for safety or events (Sections 20–21).\n* **Enforcement:** Rangers and police can kick you out, ban you for up to 6 months, confiscate items used in offences, and ask for your name and address if they suspect you've broken the rules (Sections 36–41).\n\n**Who it affects:** Anyone visiting Darling Harbour, The Rocks, or Barangaroo — tourists, locals, event organisers, commercial operators, and even people just walking through.\n\n**Why it matters:** These are some of Australia's most visited public spaces. The Regulation balances public access with safety, commercial activity, and environmental protection. It gives Place Management NSW significant power to control behaviour, run events, and issue fines (up to 20 penalty units, roughly $2,200–$2,750 depending on the year) for violations."},"summary":{"complexity_score":3,"scope_assessment":{"changed":false,"description":"Based on the available metadata, there is no clear evidence that the regulation's scope has materially changed from its original intent.
