They do not create new regulatory powers; they specify the amounts to be paid where the Act allows a fee to be prescribed.\n\n- Mechanically: regulation 3 states the prescribed fee amounts that correspond to particular subsections of section 4 of the Act (see regulation 3(1)–(5)). The specific amounts currently in the text are:\n - for the purpose of section 4(2) of the Act: $6,010.00 (reg 3(1))\n - for the purpose of section 4(3) of the Act: $6,010.00 (reg 3(2))\n - for the purpose of section 4(4) of the Act: $9,550.00 (reg 3(3))\n - for the purpose of section 4(6) of the Act: $6,010.00 (reg 3(4))\n - for the purpose of section 4(7) of the Act: $9,597.00 (reg 3(5))\n\n- The regulations take effect on the commencement of the Petroleum (Registration Fees) Amendment Act 1990 (regulation 2).\n\n**Who it affects**\n\n- Applicants for, and holders of, the particular petroleum and geothermal registrations, licences or instruments that are the subject of section 4(2)–(7) of the parent Act. (The Act itself identifies which registrations attract fees; these regulations apply dollar amounts to those statutory fee slots.)\n\n- The State administration that collects the fees and any businesses or individuals that must pay them when registering rights or interests under the petroleum/geothermal regime.\n\n**Why it matters (practical effects and mechanics)**\n\n- Cash cost to industry: the regulations fix a specific fee that an applicant/registrant must pay at the time of the relevant registration step. Those payments flow to the State as revenue (or to the agency specified under the Act for fee collection).\n\n- Predictability and administrative implementation: by prescribing explicit amounts the regulations make the charge administratively straightforward to apply. However, the amounts are not automatically indexed in the text, so unless amended the real (inflation‑adjusted) cost will change over time.\n\n- Adjustment mechanism and frequency: the regulation has been amended repeatedly (see compilation table and amendment notes). That shows the government updates the dollar figures by subsequent amendment rather than by automatic indexation.\n\n- Incentives and behaviour: fixed registration charges influence business decisions about timing and number of registrations, but the regulations do not create substantive legal rights or conditions — they only impose the financial charge where the Act permits.\n\n**Operational/implementation points to note**\n\n- The regulation text is short and purely numerical; it relies on the parent Act (section 4) to define which registrations are chargeable and any other legal consequences.\n\n- Because the fee amounts are set in regulation, they can be changed by future regulations (subject to the parent Act and drafting/approval processes). Frequent amendment history indicates the amounts have been adjusted periodically rather than indexed automatically.\n\n- Who pays and who decides: fee-payers are the applicants/registrants; the legislature (through regulations under the Act) decides the dollar amounts; the administering agency collects them.\n\n**Relevant provisions cited**\n- Regulation 2 (commencement); Regulation 3(1)–(5) (prescribed amounts).\n\n**Analytical lens — costs, incentives, trade-offs and risks**\n\n- Direct cost: the fees are a direct, identifiable cost to the affected petroleum/geothermal applicants and title-holders (sections cited above).\n\n- Concentration of effects: the burden is concentrated on industry participants who register rights; the benefit (revenue) is captured by the State administration. Whether the fee levels are large or small relative to application value depends on the particular registration type (set in the Act).\n\n- Adjustment cost and uncertainty: because the amounts must be amended to change, there is a need for periodic regulatory amendments to maintain real value; this creates administrative work and some timing uncertainty for industry unless changes are scheduled or announced in advance.\n\n- Compliance burden: minimal beyond payment at the required time — no new procedural requirements are added by these regulations themselves.\n\n- Substitution and timing effects: non-zero fees can affect when and whether parties pursue registrations; the regulations do not address exemptions, concessions or payment methods (those are matters for the Act or other administrative instruments).\n\nOverall, these regulations are a narrowly focused instrument that converts the fee-authority in the parent Act into concrete dollar amounts for specified registration items (see reg 3(1)–(5))."},"kimi_summary":{"content_quality":"ok","complexity_score":2,"scope_assessment":{"changed":true,"description":"Originally enacted as 'Petroleum (Registration Fees) Regulations 1990' covering only petroleum interests.
