If the owner ignores the inspector, the Minister can refuse permission to operate the pipeline.\n- **Emergencies:** Requires immediate action to stop leaks and pollution if petroleum escapes or catches fire, plus a detailed written report to the Minister after repairs.\n- **Paperwork:** Specifies what forms to use when transferring a pipeline licence and what details must be provided when registering dealings (transactions) involving pipeline interests.\n- **Operational plans:** Requires applicants to submit a plan showing how they will run the pipeline before getting approval to operate it.\n\n**Why it matters:** These rules ensure pipelines are built safely, can be located precisely in emergencies, and that ownership changes are properly recorded.
