This Corporation legally owns the Parliamentary precincts (Parliament House and its immediate grounds), but the President of the Legislative Council and the Speaker of the Legislative Assembly (the 'Presiding Officers') actually run it.\n* **Defines two areas:**\n * **Parliamentary precincts** — the core Parliament buildings and land (listed in Schedule 1). The Presiding Officers control and manage this.\n * **Parliamentary zone** — a wider security area around Parliament (listed in Schedule 2). Police can be brought in to secure this.\n* **Gives power to remove people:** Authorised officers (Presiding Officers, Parliamentary staff they've authorised, or police) can direct people to leave the precincts, and can use reasonable force to remove them. Police have similar powers in the wider Parliamentary zone. It's a crime (with a fine) to ignore these directions.\n* **Protects MPs:** Members of Parliament cannot be kicked out of the precincts or zone under this law — that power stays with the Houses themselves under parliamentary privilege.\n* **Allows leases and licences:** The Corporation can rent out parts of the precincts for shops or other uses, and can grant easements (rights to run pipes or cables through the land).\n* **Protects the land:** The precincts can't be compulsorily acquired (taken by the government) except by a new Act of Parliament, and generally can't be sold or mortgaged.\n\n**Who it affects:**\n\n* **Members of Parliament** — they get special protections.\n* **Parliamentary staff** — they can be authorised to direct and remove people.\n* **Police** — they can be called in to secure the wider zone and arrest people who refuse to leave.\n* **The public** — anyone visiting Parliament can be directed to leave and removed if they don't comply.\n* **Tenants** — businesses leasing space in Parliament House.\n\n**Why it matters:**\n\nThis law draws a line between Parliament and the executive government. It ensures Parliament controls its own buildings and security, not the Premier or a government department. It also sets up the legal machinery for Parliament to manage its property like a landlord (leasing space, maintaining buildings) while keeping the land safe from being sold off or taken over by the government of the day."},"flash_summary_failed":{"failed":true,"reason":"A positive credit balance is required for all requests, including BYOK, so fallback providers remain available.
