It was designed to solve one discrete problem: updating land-use restrictions for a specific North Melbourne site. It has not expanded beyond that original intent — there are no amendments, no broadened definitions, and no extended application to other council land or similar situations."},"complexity_factors":["Extremely short: only 3 operative sections plus a Schedule","No defined terms section — relies entirely on the Preamble for context","Single cross-reference to Act No. 838 (an 1882 statute)","No conditional logic, exceptions, or nested provisions","Schedule contains only a land description with metes and bounds (survey measurements)","No amendments since enactment in 1963","Purpose-built for one specific parcel of land at one specific location"],"plain_english_summary":"**What this law does:**\n\nThis 1963 Victorian law solves a very specific land-use problem in North Melbourne. Back in 1870, the Victorian government granted land to the local council (then called the Borough of Hotham, later North Melbourne, now part of the City of Melbourne) on one strict condition: it could **only** be used for a town hall, borough offices, and courthouse.\n\n**The problem:** By 1963, the council wasn't using all the land for those exact purposes. Some of it was being used for a baby health centre, elderly citizens club, public hall, library, and other municipal offices. Plus, part of the land was leased to the Commonwealth government (for post offices and telegraph services), and the council wanted to lease out even more land that wasn't needed for the original 1870 purposes.\n\n**What the law fixes:**\n\n- **Section 2** gives the City of Melbourne power to lease out specific surplus land (described in precise measurements in the Schedule — about 2 roods, 94/10 perches near Errol Street). Any rent money goes into the city's general funds.\n\n- **Section 3** formally approves the council's use of the remaining land for modern municipal services — things like health centres, libraries, and community facilities — even though these weren't the exact uses named in the original 1870 grant.\n\n**Who it affects:**\n- The City of Melbourne (which inherited this land when North Melbourne was absorbed into the city in 1905)\n- The Commonwealth government (which holds an existing lease)\n- Anyone who might lease the surplus land\n\n**Why it matters:** Without this law, the council would be breaking the conditions of the original 1870 land grant. This legislation updates those 93-year-old restrictions to match 1960s reality, letting the council make practical use of land that would otherwise sit idle or be legally unusable."},"summary":{"complexity_score":2,"scope_assessment":{"changed":false,"description":"Based on the available information, there is no indication that the scope of this Act changed from its original intent.
