It forms part of a national scheme to make truck and bus registration fees consistent across Australia.\n\n**What it does:**\n- **Sets two-part fees:** Every heavy vehicle pays a **road use component** (based on how much wear and tear the vehicle causes to roads) plus a **regulatory component** (administrative costs).\n- **Categories vehicles:** It classifies vehicles into detailed types—trucks (type 1 and 2), prime movers, trailers (pig trailers, dog trailers, semi-trailers, B-double/triple configurations), buses, and special purpose vehicles (like cranes and fire engines).\n- **Uses technical measurements:** Fees depend on axle numbers, axle groups (single, tandem, tri-axle, quad-axle), and the vehicle's mass rating (MRC—basically the maximum weight it's allowed to carry).\n\n**Who it affects:**\n- Truck owners and operators in South Australia\n- Transport companies running heavy vehicles\n- Owners of special purpose vehicles like mobile cranes or agricultural equipment\n\n**Key details:**\n- Fees range from a few hundred dollars for small buses and special purpose vehicles to over $16,000 for long combination trucks.\n- Converter dollies and low loader dollies (equipment used to connect trailers) have no road use fee but pay a small regulatory fee.\n- If a vehicle fits multiple categories, you pay the highest applicable fee.\n- The regulation includes complex definitions for things like \"close-spaced axles\" (where multiple axles are counted as fewer for fee purposes) and specific rules for counting trailers in combinations.\n\n**Why it matters:**\nThis ensures heavy vehicle operators pay registration fees that reflect their actual road usage and vehicle configuration, supporting road maintenance and creating a level playing field across state borders through national consistency."},"flash_summary":{"complexity_score":7,"scope_assessment":{"changed":true,"description":"The instrument has been repeatedly varied since 2008—Part 2 (the fee schedules) has been substituted and amended multiple times and Schedule 1 was deleted—so the practical scope has evolved from a simple national fee prescription to a detailed, multi‑component fee regime with expanded categories, formulas and transitional rules (see Legislative history; reg 7 substitutions and sch 1 deletion)."},"complexity_factors":["Extensive technical definitions (MRC, ATM, GTMR, axle types and axle groups) requiring factual measurement and manufacturer data (reg 3)","Detailed axle‑load limits and close‑spacing rules that affect classification (Table 1; reg 4)","Two separate fee components (road use and regulatory) and multiple fee tables by vehicle class and axle count (reg 7; Tables 1–2)","Multiple vehicle categories and interaction rules (e.g. trucks, prime movers, combinations, trailers, special purpose types) increasing classification permutations (reg 3; reg 7)","Rules for combinations and trailers (converter dolly + semi‑trailer treated as 1 trailer for count but charged separately) creating apparent procedural tension and extra calculation steps (reg 5(1)–(2))","Administrative discretion: registrant nominations determine configuration and Registrar may determine operating mass and current configuration (reg 6(1); definition of operating mass in reg 3)","Tie‑breaking rule where a vehicle fits multiple categories—the highest applicable fee applies (reg 7(2))","Formulaic elements (special purpose vehicle (type O) formula) and per‑axle fee variations that require arithmetic for final charge (Table 1, Division 4; Table 2, Division 4)","Frequent historical amendments and transitional provisions requiring attention to effective dates and past/ongoing variations (Legislative history; transitional regs)"],"plain_english_summary":"These regulations set the registration fees for heavy vehicles in South Australia for the 2025–26 year by defining vehicle classes, axle groupings and mass ratings and by prescribing a road‑use component plus a regulatory component that combine to produce the payable fee (reg 3; reg 7(1); Tables 1–2).
