Originally likely focused on basic business licensing and simple trade qualifications, the current version encompasses: 23 distinct classes of repair work (expanded via amendments in 2021 and 2022); complex transitional arrangements preserving rights under multiple previous training package versions; detailed technical definitions of vehicle systems (driveline, final drive assembly, electronic drive management systems); and specific safety requirements for gas fuel systems (autogas work) referencing Australian Standards. The regulations set the fees (starting at $1,187 for small businesses with 1-2 repairers, scaling up based on staff numbers) and conditions—such as ensuring premises meet safety standards for gas-fuelled vehicles.\n- **Certifies individual repairers**: Individual mechanics and technicians must hold a \"repairer's certificate\" to legally perform repair work. The regulations list 23 different classes of repair work (from brake work to panel beating to air conditioning) and specify exactly which vocational qualifications (from training packages like AUR99, AUR05, AUR12, or AUR) are needed for each class.\n- **Sets exclusions**: Some vehicles don't count as \"motor vehicles\" under these rules—like vintage cars, power-assisted pedal cycles (e-bikes under 250W), Segways, and box trailers without brakes.\n- **Defines what counts as \"repair work\"**: Detailed definitions cover everything from \"driveline\" to \"overhaul\" to \"emergency servicing.\" It also clarifies what is NOT repair work—such as just washing cars, fixing fridges in campervans, or dismantling wrecks.\n- **Administrative rules**: Covers practical matters like fees for duplicate licences ($35), certified copies of certificates ($73), changing business premises ($141), and refunds if applications are withdrawn or refused.\n- **Enforcement**: Lists offences that can be dealt with via infringement notices (on-the-spot fines ranging from $150 to $2,500 depending on the offence and whether it's an individual or company) and provides the forms for these notices.\n\n**Who it affects:**\n- Motor vehicle repair businesses in Western Australia\n- Individual mechanics, auto electricians, panel beaters, and specialists\n- Apprentices (excluded from the definition of \"repairer\")\n- Consumers who want assurance that repairs are done by qualified people\n\n**Why it matters:**\nThese regulations protect consumer safety by ensuring that people working on brakes, steering, suspension, and other critical systems are properly trained and qualified. They also create a level playing field for legitimate businesses by requiring licensing and preventing unqualified operators from performing regulated repair work."},"flash_summary_failed":{"failed":true,"reason":"A positive credit balance is required for all requests, including BYOK, so fallback providers remain available.
