However, section 5(3)(e) of that Act says that certain types of vehicles can be exempted from this requirement if they are \"prescribed\" in these regulations. This regulation creates that list.\n\n**Who it affects:**\n- **Car dealers and sellers** – if you sell the vehicles listed here, you don't need a motor vehicle dealer's licence (unless other parts of the Act apply).\n- **Buyers** – people buying these specific vehicle types from non-licensed sellers.\n\n**The four exempt categories are:**\n1. **Caravans** – defined as trailers fitted for human habitation, including camper trailers\n2. **Four wheel drive vehicles** – any 4WD\n3. **Goods vehicles** – trucks and commercial vehicles designed to carry goods, but excluding cranes, excavators, bulldozers, road graders, forklifts, and road maintenance machinery\n4. **Small passenger vans** – vans sold with seating for 8 people or fewer, used mainly for carrying passengers\n\n**Why it matters:**\nThis creates a carve-out (an exception) to the licensing scheme. It means your local caravan park salesperson, someone selling a second-hand 4WD, or a business offloading a small delivery van doesn't need to jump through the same regulatory hoops as a full car yard. It reduces red tape for specific vehicle markets while keeping the main consumer protections in place for standard passenger car sales."},"summary":{"complexity_score":1,"scope_assessment":{"changed":false,"description":"Scope cannot be assessed as no legislative text was available for review.
