These are listed in Schedule 2.\n* **Sets up the \"drug premises\" scheme** – If police find dangerous drugs at a property three times in 12 months, they can apply to have the premises declared \"drug premises.\" This allows warrantless searches and other special police powers. The Regulations prescribe the exact forms police must use to record and notify owners/tenants after each drug find (Forms 1–14 in Schedule 3).\n* **Requires warning signs in pubs and clubs** – Licensed venues must display a specific notice warning that drug offences committed on the premises carry harsher penalties (mandatory imprisonment unless exceptional circumstances apply). The notice must be a specific size (at least 200mm x 300mm), made of rigid material, and displayed prominently.\n* **Rules for safe disposal of syringes** – Used needles or syringes from illegal drug use must be placed in rigid, puncture-proof containers before disposal in household rubbish or handed to authorised persons.\n* **Regulates electronic drug detection** – Police can use electronic devices to swab the outside of people's clothing and hands, or the interior/exterior of vehicles and property, to detect drug residue. They cannot require anyone to remove clothing.\n* **Creates an offence for fake drug premises notices** – It's illegal (strict liability offence) for anyone other than police to put up a notice claiming a property is a declared drug premises. Penalty: 17 penalty units.\n* **Provides forms for testing seized drugs** – Forms 15 and 16 allow accused persons or owners to request samples of seized substances for independent analysis.\n\n**Who it affects:**\n\n* Police officers (who must use the prescribed forms and follow procedures)\n* Owners, landlords, and tenants of properties where drugs are found\n* Licensees of pubs, clubs, and other licensed venues\n* People subject to electronic drug detection (swabbing)\n* Anyone handling used syringes\n\n**Why it matters:**\n\nThese Regulations give the police significant powers to target properties used for drug dealing through the \"three strikes\" drug premises scheme.
