They fill in the practical details that the Act needs to function day-to-day.\n\n**What it does:**\n- **Sets up paperwork:** Provides official forms for police and courts, including search warrants, destruction orders for seized drugs, and certificates from forensic analysts.\n- **Controls chemicals:** Lists \"Category 1\" and \"Category 2\" items — these are chemicals and equipment (like pseudoephedrine, red phosphorus, or pill presses) that can be used to make illegal drugs. It sets limits on how much of these substances can be held without special permission.\n- **Authorises experts:** Names who counts as an \"approved analyst\" or \"botanist\" (including interstate government scientists) who can testify in court about drug evidence.\n- **Runs the cannabis diversion program:** Sets out the forms and process for the \"Cannabis Intervention Requirement\" — a scheme where people caught with small amounts of cannabis can attend a counselling session instead of going to court.\n- **Sets fees:** Charges for things like having police evidence analysed ($500 plus GST) or for medical practitioners who conduct searches.\n- **Drug paraphernalia rules:** Exempts approved needle exchange programs from laws against selling drug equipment, and specifically bans selling shishas and hookahs for drug use.\n\n**Who it affects:**\n- Police officers (evidence handling, warrants, destruction of drugs)\n- Forensic scientists and botanists\n- Pharmacists, doctors, vets and other health professionals who can legally possess certain drugs\n- People caught with small amounts of cannabis (diversion program)\n- Chemical suppliers and purchasers (declaration requirements)\n\n**Why it matters:**\nWithout these regulations, the main Act couldn't operate. Police wouldn't have valid search warrants, courts wouldn't know which experts to trust, and the cannabis diversion scheme wouldn't exist. It also tries to stop \"ice\" and other synthetic drugs being manufactured by tightly controlling precursor chemicals."},"flash_summary_failed":{"failed":true,"reason":"Unauthenticated.
