(See sections 6–11 and Schedules 1, 2, 3, 5 and 6.)\n\n- For each listed visa class the instrument sets out: (a) the approved form number to be used; and (b) the place and manner by which the application must be made (for example, internet lodgement, posting to a Hobart specialist centre, or delivery to a Hobart address). The visa classes covered include Investor Retirement (Class UY), Retirement (Temporary) (Class TQ), Temporary Work (Short Stay Specialist) (Class GA), Temporary Activity (Class GG) and Training (Class GF).\n\n- Where the instrument allows officers to make an exception, it does so by permitting an officer to authorise the use of an approved form (other than internet lodgement) by: (a) sending an official departmental email setting out directions; or (b) authorising lodgement at a diplomatic, consular or migration office outside Australia (Schedules 3, 5 and 6, Column C). Some items require the applicant to be outside Australia (see Schedule 3, Column C for Class GA).\n\n- The instrument also repeals any earlier instruments listed in its Schedules as repealed (section 5 and the Notes/Amendment table).\n\nWho is affected\n\n- Primary and secondary visa applicants for the listed visa classes: they must use the specified approved form and follow the specified lodgement method (Schedules). \"Primary applicant\" and \"secondary applicant\" are defined terms (see section 4).\n\n- Department of Home Affairs officers: they decide when an exception (email authorisation or overseas office lodgement) is granted and send the authorising emails referred to in the Schedules (see Schedules 3, 5 and 6, Column C).\n\n- Service points named in the instrument (for example, the Specialist Temporary Entry Centre (TAS) in Hobart) and diplomatic/consular/migration offices where authorised.\n\nWhy it matters (practical effects, incentives and trade-offs)\n\n- Reduces procedural uncertainty by fixing the approved form number and the default place/manner for lodging each listed visa application (sections 6–11 and Schedules). Applicants and agents know which form and lodgement channel to use.\n\n- Favors electronic lodgement for many categories (internet forms 1400, 1479, 1480, 1481 are specified for online use in Schedules 3, 5 and 6). That reduces paper handling for the Department but shifts the compliance burden onto applicants who must have internet access and ability to lodge online.\n\n- Centralises paper lodgement in a specific office for the retirement/retirement-investor visas (form 1383 posted or couriered to the Hobart Specialist Temporary Entry Centre; Schedules 1 and 2). That concentrates processing and may lower the Department's distribution costs, but increases courier/postage costs and delivery delay risk for applicants who cannot use internet lodgement.\n\n- Gives officers discretionary authority to permit alternative lodgement (via an official email authorisation or at overseas offices). This increases administrative flexibility and can speed individual cases, but creates uneven reliance on officer goodwill and internal email processes. The instrument makes the timing for an authorised alternate lodgement explicit (\"by the end of the next day after which the authorising email was sent\" in Schedules 3, 5 and 6), which creates a short operational window that applicants must meet.\n\n- Requires some applicants to be outside Australia for lodging certain visas (Class GA, Schedule 3). That affects where applicants must be at the time of lodgement and can constrain choices for applicants already in Australia.\n\nCosts, incentives and implementation risks (concise assessment)\n\n- Who pays: applicants bear compliance costs (internet access or posting/courier to Hobart), and agents may face additional administration. The Department bears gains from processing centralisation and electronic lodgement.\n\n- Incentives: the instrument nudges applicants toward online lodgement, and concentrates paper submissions to Hobart. Officers retain limited discretion to allow alternate methods when needed.\n\n- Trade-offs and risks: electronic-first rules reduce processing cost but may exclude or delay applicants without reliable online access; centralised paper lodgement reduces the Department's handling footprint but increases single-point-of-failure risk (postal/courier delays to Hobart); reliance on officer email authorisations is operationally efficient but can produce inconsistent outcomes and a narrow compliance window for applicants.\n\nKey legal references in the instrument\n\n- Authority: made under subregulation 2.07(5) of the Migration Regulations 1994 (section 3).\n- Definitions: Officer and Visa applicant are defined by the Migration Act 1958; Primary Applicant, Secondary Applicant and Regulations are defined in section 4.\n- Specific arrangements: section 6 (Investor Retirement Class UY) points to Schedule 1; section 7 (Retirement Temporary Class TQ) to Schedule 2; section 8 (Temporary Work Class GA) to Schedule 3; section 10 (Temporary Activity Class GG) to Schedule 5; section 11 (Training Class GF) to Schedule 6. Each Schedule sets Column B (approved form) and Column C (place and manner).\n\nPurpose claims and immediate test against costs and incentives\n\n- The instrument’s stated purpose is administrative: to specify forms and lodgement arrangements for particular temporary visa subclasses. That purpose is realised by naming forms and lodgement channels (sections 6–11 and Schedules).\n\n- Tested against costs and incentives: the instrument clearly reduces processing options and nudges behaviour (toward online lodgement or centralised Hobart posting). This reduces the Department's distribution and handling costs but shifts time, access and possible financial costs onto applicants who cannot lodge online or who are required to submit to the Hobart centre. Officer discretion mitigates some rigidity but introduces variability and operational dependency on departmental email procedures (Schedules 3, 5 and 6, Column C)."},"kimi_summary":{"content_quality":"ok","complexity_score":3,"scope_assessment":{"changed":false,"description":"The instrument remains tightly focused on its original purpose: prescribing forms and lodgement methods for specific temporary visa subclasses.
