Australian Government on Australian society and values.\n\nI understand that Australian society values:\n\n-  respect for the freedom and dignity of the individual;\n-  freedom of religion (including the freedom not to follow a particular religion), freedom of speech, and freedom of association;\n-  commitment to the rule of law, which means that all people are subject to the law and should obey it;\n- parliamentary democracy whereby our laws are determined by parliaments elected by the people, those laws being paramount and overriding any other inconsistent religious or secular “laws”;\n-  equality of opportunity for all people, regardless of their gender, sexual orientation, age, disability, race, or national or ethnic origin;\n-  a ‘fair go’ for all that embraces:\n\n\n- mutual respect;\n- tolerance;\n- compassion for those in need;\n- equality of opportunity for all;\n\n\n-  the English language as the national language, and as an important unifying element of Australian society.\n\n\nI undertake to conduct myself in accordance with these values of Australian society during my stay in Australia and to obey the laws of Australia.\n\nPart 2\n\nI undertake to make reasonable efforts to learn the English language, if it is not my native language.\n\nI understand that, if in the future I meet the legal qualifications for becoming an Australian citizen and my application is approved, I will need to pledge my loyalty to Australia and its people.\n\nSchedule 3—Repeals\n\nMigration (LIN 20/166: Australian Values Statement for Public Interest Criterion 4019) its 2020 predecessor. It performs the same function — prescribing the Australian Values Statement for Public Interest Criterion 4019 — and applies to the same broad categories of visas. The update appears to be a routine republication or minor refresh rather than an expansion of scope."},"complexity_factors":["Straightforward structure with only 7 operative sections plus 3 schedules","No nested conditional logic or cross-references to external legislation beyond the basic empowering provision (Migration Regulations 1994)","Simple binary application: Table 1 visas get Part 1 only; Table 2 visas get Parts 1 and 2 combined","67 visa subclasses listed explicitly — moderately long list but purely declarative","Minimal defined terms (only 'Regulations' defined in section 4)","No exceptions, exemptions, or transitional provisions","Direct repeal of single predecessor instrument without savings clauses"],"plain_english_summary":"This instrument replaces the 2020 Australian Values Statement with updated wording that certain visa applicants must sign, specifying which subclasses need the short or full statement. It affects the 67 listed visa types — students, workers, partners, refugees, investors and more — and requires applicants to commit to core Australian values, obey laws, and (for permanent visa applicants) take extra steps on English and citizenship expectations. Signing is mandatory to satisfy Public Interest Criterion 4019, so it’s a gatekeeping step for these visas."},"flash_summary":{"complexity_score":4,"scope_assessment":{"changed":true,"description":"This instrument repeals the 2020 instrument and re-specifies the approved values statement and the visa subclasses to which it applies, establishing a two-tier requirement (Part 1; Part 1+Part 2). Because it replaces the earlier instrument the operative instrument has changed; the text alone does not show how the listed subclasses or wording differ in detail from the 2020 instrument."},"complexity_factors":["Large coverage: two lists covering numerous visa subclasses (Table 1: 29 items; Table 2: 38 items)","Two-tier approval: Part 1 applies to one set of subclasses, Part 1 plus Part 2 applies to another set","Legal cross-reference: made under clause 3.1 of Part 3 of Schedule 4 to the Migration Regulations 1994 (requires regulatory interpretation)","Timing and application scope: applies to visa applications made on or after commencement (commences day after registration)","Repeal and re-enactment: expressly repeals the 2020 instrument (administrative transition/consistency checks may be required)","Plain-text obligations on applicants: requires confirmations and undertakings that will need administrative capture and verification by decision-makers"],"plain_english_summary":"This instrument approves an \"Australian Values Statement\" as the official statement for Public Interest Criterion 4019 and maps it to two groups of visa subclasses. Applicants for listed visas (applications lodged on or after commencement) must confirm they have read or been told about Australian values and undertake to obey Australian law; a second group must also undertake reasonable efforts to learn English and acknowledge a future citizenship loyalty pledge. The instrument repeals the 2020 values statement instrument and takes effect the day after registration."},"flash_summary_failed":{"failed":true,"reason":"A positive credit balance is required for all requests, including BYOK, so fallback providers remain available.
