Transfers land to the Port Authority**\n- It gives about 23 acres of land to the Melbourne Harbor Trust Commissioners (the government body that ran the port). This land becomes \"vested\" (legally owned) by them so they can use it for port operations under the main Melbourne Harbour Trust Act 1958.\n\n**2. Transfers existing leases to the Port Authority**\n- Five existing leases held by companies (including Freighter Industries, Dunlop Tyre Service, and others) are transferred from the Crown (the government) to the Harbor Trust Commissioners.\n- The leases are amended so that rent is re-appraised every 10 years by agreement with the Commissioners (or by an independent valuer if they can't agree), and all references to \"the Board,\" \"the Minister,\" or \"Her Majesty\" are changed to \"the Commissioners.\"\n\n**3. Dedicates land as a public road**\n- About 3 acres of land is declared a public highway (road) to be maintained by the City of Melbourne. This was specifically to widen Footscray Road near the Coal Canal Bridge.\n\n**Why it matters:** This was a housekeeping law that consolidated port land management under one authority (the Harbor Trust) rather than having it split between different government departments, while protecting the rights of existing business tenants."},"flash_summary":{"complexity_score":3,"scope_assessment":{"changed":false,"description":"The Act implements a confined set of changes described in its preamble: it vests named parcels in the Melbourne Harbor Trust, amends specified leases to substitute the Commissioners and adjust rent review, dedicates one parcel as highway, and requires registry updates. It also dedicates a separate parcel as a public highway to be maintained by the City of Melbourne, authorises the Registrar of Titles to update records, and inserts the vested land into the 1958 Act’s schedule.
