After this Act, the club itself becomes a legal 'person' that can own land, borrow money, and take legal action.\n- **Transfers property:** All land, buildings, and assets previously held by trustees or committee members on behalf of the club are automatically transferred to this new legal entity. This includes the famous Melbourne Cricket Ground and surrounding properties listed in the Schedule.\n- **Sets up governance:** The club must hold annual general meetings where members vote, and a committee (including a President, two Vice-Presidents, and a Treasurer) manages day-to-day operations.\n- **Defines powers:** The club can promote sports (not just cricket—also football, tennis, etc.), sell food and alcohol (subject to liquor laws), charge admission fees, employ staff, borrow and invest money, and even form subsidiary companies with government approval.\n- **Protects assets:** The club's income and property must be used only for club purposes—not distributed as profits to members. If the club ever shuts down, remaining assets must go to another sporting club or charity, not to individual members.\n\n**Who it affects:**\n- **MCC members:** They gain limited liability (they're only responsible for what the club rules say, not personally liable for club debts) but must follow the club's rules.\n- **The Victorian Government:** The Act acknowledges government guarantees on loans related to the Melbourne Cricket Ground and requires Treasurer approval for certain financial ventures.\n- **Melbourne Cricket Ground Trust:** Must approve any delegation of the club's powers.\n\n**Why it matters:**\nThis Act secured the legal and financial foundation of one of Australia's most iconic sporting institutions. By incorporating the club and vesting property directly in it—rather than in individual trustees—the legislation protects the MCC's assets for future generations and allows it to operate as a modern business while maintaining its sporting and community purposes."},"flash_summary":{"complexity_score":3,"scope_assessment":{"changed":true,"description":"The Act's core scope (incorporation and vesting of property) remains, but later amendments expanded and clarified powers and administrative processes.
