It adds an explicit power to lease the boatsheds lands subject to terms the corporation sets and Governor in Council approval, with leases capped at 21 years (s.6(1)–(2)). Back in 1907, the government tried to reserve some Crown land for \"ornamental plantations\" (basically, decorative gardens). But there was a problem: part of that land was already permanently reserved in 1873 as a public park. This created a legal tangle where two different reservations overlapped.\n\nThe Act untangles this by:\n- **Revoking** the 1873 permanent reservation, but only for the bit that overlaps with the 1907 temporary reserve\n- **Confirming** the 1907 temporary reservation was valid all along\n- **Confirming** the City of Melbourne corporation is the official manager of this land\n- **Giving the City power to lease** specific bits of the land (marked on a map in the Schedule) to rowing clubs for boatsheds and clubrooms, for up to 21 years at a time\n- **Stating no compensation** is owed by the government for any of this\n\n**Who it affects:**\n- The City of Melbourne (they get clear authority to manage the land and lease it to rowing clubs)\n- Rowing clubs and similar organisations (they can get formal leases for their boatsheds on the Yarra River)\n- The Victorian Crown (it avoids paying compensation for sorting out the historical legal confusion)\n\n**Why it matters:**\nWithout this Act, the boatsheds along the Yarra at Alexandra Gardens existed in a legal grey area. The Act legitimises decades of informal arrangements, lets the City formally lease the land to clubs, and ensures any rent money goes back into maintaining the gardens. It's a classic example of Australian \"patch\" legislation—fixing specific local problems without changing broader laws."},"flash_summary_failed":{"failed":true,"reason":"A positive credit balance is required for all requests, including BYOK, so fallback providers remain available.
