They apply to 'departmental areas' and 'departmental land' — essentially government-managed ports, harbours, and marine facilities.\n\n**What the rules do:**\n- **Ban unauthorised fuel operations**: You cannot build fuel infrastructure or run a boat refuelling business on government marine land without permission.\n- **Two ways to get legal**: You either need a licence under the old *Jetties Act 1926*, or written permission from the General Manager of the Department of Transport (or their delegate).\n- **Enforcement**: If you break these rules, the Department can tear down your fuel installation and sue you to recover the costs.\n\n**Who it affects:**\n- Marine fuel retailers wanting to operate at WA ports\n- Existing operators who need to check their paperwork\n- The Department of Transport, which manages enforcement\n\n**Why it matters:**\nBoat fuel involves serious environmental and safety risks (spills, fires, explosions). These rules ensure only approved operators with proper oversight can handle fuel on public marine land, protecting waterways and harbour users."},"flash_summary":{"complexity_score":2,"scope_assessment":{"changed":false,"description":"The regulations as printed maintain a narrow scope: they regulate fuelling on departmental areas/land and require a licence or written permission (reg. 3).
