This regulation replaces the Major Sports Facilities Regulation 2014 (sec.7: \"The Major Sports Facilities Regulation 2014, SL No. 152 is repealed\") and adds more prescriptive operational and technical controls focused on Brisbane Stadium (sch.2). Examples of scope changes in this version include: (a) numeric crowd threshold: \"the number prescribed is 45,000\" (sec.4); (b) event caps and a temporary 2026 increase: sec.5 prescribes a major concert \"that is not more than the 12th major concert... in a calendar year\" and sec.5(3) provides that \"for the calendar year starting on 1 January 2026... the 12th... [is] a reference to the 21st major concert\" (with that subsection expiring 1 January 2027); (c) new mandatory plans and consultation duties—transport and operational management plans (sch.2 sec.3 and sec.4) with review/amendment rules (sch.2 sec.5); (d) detailed technical and monitoring requirements, including lighting to comply with \"AS 4282-1997\" (sch.2 sec.7) and noise monitoring with specified addresses and limits (sch.2 sec.11 sets \"100dB(A) L_eq\" at 50m in front of stage or \"70dB(A) L_eq\" at listed locations); and (e) transitional arrangements that temporarily soften some obligations (sec.9 makes new schedule 2 apply \"with the modifications\" that operator \"may\" prepare plans during the transitional period ending 30 November 2026). These changes show the Regulation moves from broader facility declaration to detailed operational regulation of certain events at Brisbane Stadium.
