Initially focused on basic dog registration and control offences, it has grown to cover: cat registration and containment (added 2014-2015), racing greyhound specific offences (added 2017-2018), assistance animal protections (added 2019), microchipping requirements, breeder licensing, and de-sexing permits. The Schedule has grown from approximately 20 offences to 70 offences across two Parts, reflecting the broadening of the underlying Domestic Animals Act to cover cat management, welfare issues, and more sophisticated regulatory controls."},"complexity_factors":["Straightforward tabular structure in Schedule 1 listing 70 specific offences with corresponding penalties","Only 3 defined terms in the dictionary ('domestic animals legislation', 'registrar', plus signposts to external definitions)","Minimal conditional logic - mostly direct references to offence provisions in other Acts","Simple administrative provisions (forms, fees, identification requirements) without nested exceptions","Heavy reliance on external legislation (Domestic Animals Act 2000, Magistrates Court Act 1930) for substantive definitions, but this is clearly signposted","No complex transitional provisions or sunset clauses in the operative text"],"plain_english_summary":"This regulation creates an on-the-spot infringement notice system for ACT domestic animal law breaches, replacing many court actions.
