The regulation has been expanded and refined since its 2004 origin: Schedule 1 was extended to include offences from the Explosives and General regulations (see s5 and Schedule 1, Parts 1.2–1.3), the administering authority reference was updated (s6), identification and reminder‑notice rules were added/modified (s9–s11), authorised server rules clarified (s12), and corporate/ reminder charges were set (s8). The regulation’s stated purpose is to provide an alternative to prosecution (s3); that mechanically lowers transaction costs for enforcement but shifts compliance costs onto regulated persons and gives inspectors discretion to issue notices (s8, s12)."},"issue_detection":{"absurdities":[],"contradictions":[]},"kimi_summary":{"content_quality":"ok","complexity_score":3,"scope_assessment":{"changed":false,"description":"The regulation remains focused on its original purpose: establishing infringement notice procedures for dangerous substances offences. While Schedule 1 has been expanded over time to include additional offences from the Dangerous Substances (General) Regulation 2004 (added in 2005) and various amendments to the Explosives Regulation, this represents natural expansion within the original scope rather than scope creep.
