This Act creates an exception to those rules.\n- **Allows 21-year leases**: The Council can grant leases of up to 21 years on the land shown in the Schedule (the 'reserved land'), including permission to build structures.\n- **Sets conditions**: Leases must be approved by the Governor in Council (the Premier and senior ministers), and any rent money must go back into maintaining the park or other minister-approved purposes.\n- **Protects the government**: The State (the Crown) doesn't have to pay compensation to anyone for anything done under this Act.\n\n**Who it affects:**\n- The local council (originally Heidelberg, now Banyule) — it gets leasing powers it wouldn't otherwise have.\n- Community sporting clubs and recreational groups — they can get long-term leases on public land to build facilities.\n- Local residents — the park remains public recreation land, but parts can be leased to clubs.\n\n**Why it matters:**\nThis is a classic example of a 'private Act' — legislation written for a specific parcel of land and a specific local council, rather than general rules for everyone. It solved a practical problem: local sports clubs needed certainty (long leases) to justify building clubrooms or facilities, but the general law didn't allow it. Without this Act, the Council couldn't offer leases longer than a few years, making it impossible for clubs to get loans or invest in buildings."}},"importantCases":[],"_links":{"self":"/api/acts/macleod-land-act-1977","history":"/api/acts/macleod-land-act-1977/history","analysis":"/api/acts/macleod-land-act-1977/analysis","conflicts":"/api/acts/macleod-land-act-1977/conflicts","importantCases":"/api/acts/macleod-land-act-1977/important-cases","documents":"/api/acts/macleod-land-act-1977/documents"}}
