The plans create a clear contract between the Commission and the government about what the Commission will achieve each year. The regulations also provide a fallback: if the Minister and Commission can't agree on a plan by the start of the financial year, the latest draft automatically becomes the operating plan until agreement is reached. This prevents the Commission from being paralyzed by bureaucratic deadlock.\n\n**Key process:**\n- Drafts must be submitted about 2 months before the financial year starts (or by a date set by the Minister).\n- The Minister can send drafts back for revision or, if agreement isn't reached, can direct specific changes.\n- The Treasurer's approval is required for all final decisions.\n- The annual Statement of Corporate Intent becomes a public document (with limited exceptions for commercial secrets)."},"flash_summary":{"complexity_score":3,"scope_assessment":{"changed":false,"description":"These regulations do not alter the Commission’s statutory functions; they prescribe procedural and documentation requirements for plans and statements the Commission must prepare under section 8B(1) of the Lotteries Commission Act 1990 (see regs 3 and 13).
