This Act may be cited as the Loan Act 1976.\n\nCommencement.\n\n2. This Act shall come into operation on the day on which it receives the Royal Assent.\n\nAuthority to borrow $700,000,000.\n\n3. The Treasurer may, from time to time during the financial year ending on 30 June 1976, in accordance with the provisions of the Commonwealth Inscribed Stock Act 1911-1973, or in accordance with the provisions of an Act authorizing the issue of Treasury Bills, borrow moneys not exceeding in the whole $700,000,000.\n\nApplication of moneys borrowed.\n\n4. This prevents the loan from being used to sneak extra money past Parliament.\n- **Time limit**: The borrowing authority expires on 30 June 1976—no new spending (except loan costs) can happen after that date.\n- **Advance to Treasurer protected**: There's a specific exemption ensuring the Treasurer's emergency advance fund isn't affected by these spending limits.\n\n**Why it matters:**\nThis is a **temporary, specific borrowing authority**—a common mechanism when the government needs extra funds beyond regular tax revenue for a particular purpose (here, defence) within a single financial year. It ensures parliamentary oversight while providing financial flexibility for national security needs."},"summary":{"complexity_score":3,"scope_assessment":{"changed":false,"description":"The Act is tightly constrained throughout — the borrowing limit, the permitted uses, the recipient department, and the expiry date are all explicitly fixed.
