Any heading inserted in a Statutory Rule which was made before 1 January 2001, by a Statutory Rule made on or after 1 January 2001, forms part of that Statutory Rule. \nThis includes headings to Parts, Divisions or Subdivisions in a Schedule; Orders; Parts into which an Order is divided; clauses; regulations; rules; items; tables; columns; examples; diagrams; notes or forms. \nSee section 36(1A)(2A)(2B).\n\n• Examples, diagrams or notes\n\nAll examples, diagrams or notes included in a Statutory Rule which is made on or after 1 January 2001 form part of that Statutory Rule. Any examples, diagrams or notes inserted in a Statutory Rule which was made before 1 January 2001, by a Statutory Rule made on or after 1 January 2001, form part of that Statutory Rule. See section 36(3A).\n\n• Punctuation\n\nAll punctuation included in a Statutory Rule which is made on or after \n1 January 2001 forms part of that Statutory Rule. Any punctuation inserted in a Statutory Rule which was made before 1 January 2001, by a Statutory Rule made on or after 1 January 2001, forms part of that Statutory Rule. \nSee section 36(3B).\n\n• Provision numbers\n\nAll provision numbers included in a Statutory Rule form part of that Statutory Rule, whether inserted in the Statutory Rule before, on or after \n1 January 2001. Provision numbers include regulation numbers, rule numbers, subregulation numbers, subrule numbers, paragraphs and subparagraphs. See section 36(3C).\n\n• Location of \"legislative items\"\n\nA \"legislative item\" is a penalty, an example or a note. As from 13 October 2004, a legislative item relating to a provision of a Statutory Rule is taken to be at the foot of that provision even if it is preceded or followed by another legislative item that relates to that provision. For example, if a penalty at the foot of a provision is followed by a note, both of these legislative items will be regarded as being at the foot of that provision. See section 36B.\n\n• Other material\n\nAny explanatory memorandum, table of provisions, endnotes, index and other material printed after the Endnotes does not form part of a Statutory Rule. See section 36(3)(3D)(3E).\n\n2 Table of Amendments\n\nThis publication incorporates amendments made to the Livestock Management Regulations 2021 by statutory rules, subordinate instruments and Acts.\n\n–––––––––––––––––––––––––––––––––––––––––––––––––––––––––––––\n\nLivestock Management Amendment (Animal Activism) Regulations 2022, S.R. Farmers must create a 'biosecurity management plan' and put up signs at entry points.\n* **Controls visitor access:** Anyone wanting to enter a farm (called a 'visitor') must get permission from a 'nominated person' (someone appointed by the farm). Visitors must provide ID, vehicle details, and explain why they want to enter. They receive written consent (which can be electronic, like a text or email) and must keep it for 28 days.\n* **Protects workers:** 'Permitted workers' (paid or volunteer staff) can work on the farm with consent, but if that consent is withdrawn, they must be told immediately and must then follow visitor rules.\n* **Specifies signage:** Signs must be weather-resistant, at least A3 size (290mm x 385mm), clearly say 'STOP' or 'VISITORS', and show how to contact the nominated person.\n\n**Who it affects:**\n\n* **Livestock farmers** in Victoria who must comply with welfare standards and create biosecurity plans.\n* **Visitors** including animal activists, inspectors, or anyone else wanting to enter a farm—who must now get explicit permission.\n* **Farm workers** who need to ensure they have proper consent to be on the property.\n\n**Why it matters:**\n\nThese regulations were significantly expanded in August 2022 (via the Animal Activism amendment) specifically to address concerns about animal rights activists entering farms without permission. The rules create a legal framework to keep unauthorised people out while ensuring those who do enter follow biosecurity protocols to prevent disease spread. Breaking these rules can result in fines (up to 20 penalty units, roughly $3,700, or lower amounts for infringement notices)."},"flash_summary":{"complexity_score":5,"scope_assessment":{"changed":true,"description":"The 2022 amendment (S.R. They apply to premises covered by a biosecurity management plan and affect nominated persons, permitted workers, visitors, inspectors and owners. They matter because they allocate who decides on access, create specific administrative steps visitors must follow, and impose penalties for non‑compliance."},"summary":{"complexity_score":2,"scope_assessment":{"changed":false,"description":"Insufficient content was provided to assess whether the scope of this regulation changed from its original intent.
