This document lists the \"essential users\" whose activities are deemed critical enough to receive priority fuel supplies.\n\n**Who it affects:**\nThe following services are designated as essential users:\n* **Ambulance services** – emergency medical transport\n* **Corrective services** – prisons and offender management\n* **Fire and rescue services** – firefighting and emergency rescue\n* **Police services** – law enforcement\n* **Public transport services** – buses, trains, trams that move the public\n* **State Emergency Services (or equivalent)** – disaster response volunteers\n* **Taxi services** – commercial passenger transport\n\n**Why it matters:**\nIf Australia faces a severe fuel shortage, this determination ensures that emergency and critical public services keep running. It replaces an older 2008 version with updated arrangements.\n\n**How it works:**\nThe Minister for Energy made this under the *Liquid Fuel Emergency Act 1984*. It works together with the *Liquid Fuel Emergency Guidelines 2019* — it only starts working once those guidelines are in place."},"flash_summary_failed":{"failed":true,"reason":"A positive credit balance is required for all requests, including BYOK, so fallback providers remain available.
