The characteristics, including technical specifications, of the services that are to be available in the area described at Attachment 1.1 are set out in the Schedule One and Attachments 1.2 - 1.3 to this Determination.\n\nOne community radio broadcasting service is to be available in the area described at Attachment 2.1 to this Determination with the use of the broadcasting services bands. The characteristics, including technical specifications, of the service that is to be available in the area described at Attachment 2.1 are set out in Schedule Two and Attachment 2.2 to this Determination.\n\nDate: 4 October 1996\n\nSCHEDULES\n\nEach of the Schedules sets out:\n\n-   the category of each of the services that are to be available in that area (column one),\n-   the service licence number which has been allocated to the service (column two),\n-   the number of transmitters required to transmit the service,\n-   the transmitter specification number which has been allocated to each transmitter (column three),\n-   the identifying number of the attachment where the technical specifications for each transmitter are described (column four). (Each set of technical specifications referred to in the Schedules is an attachment to this determination).\n-   the general area served by each transmitter (column five).\n\nSCHEDULE ONE\n\nLicence Area Plan - Narrogin - (Radio) - October 1996\n\n| Category ofService | Service Licence No: | Transmitter Specification No: | TechnicalSpecifications | General Area Served by Transmitter |\n| ------------------ | ------------------- | ----------------------------- | ----------------------- | ---------------------------------- |\n| Commercial         | SL010399            | TS002340                      | See attachment 1.2      | Narrogin                           |\n| Commercial         | SL010079            | TS002156                      | See attachment 1.3      | Narrogin                           |\n\nSCHEDULE TWO\n\nLicence Area Plan - Narrogin - (Radio) - October 1996\n\n| Category ofService | Service Licence No: | Transmitter Specification No: | TechnicalSpecifications | General Area Served by Transmitter |\n| ------------------ | ------------------- | ----------------------------- | ----------------------- | ---------------------------------- |\n| Community          | SL010084            | TS002266                      | See attachment 2.2      | Narrogin (town)                    |\n\n  \n\nATTACHMENT 1.1\n\nLICENCE AREA FOR SERVICE LICENCE NUMBERS: SL010399 and SL010079 COMMERCIAL RADIO NARROGIN WA\n\nThe licence area, in terms of areas defined by the Australian Bureau of Statistics at the Census of 6 August 1991, is:\n\n| Area Description | Persons |\n| ---------------- | ------- |\n|                  |         |\n| Beverley (S)     | 1431    |\n| Boddington (S)   | 1419    |\n| Brookton (S)     | 1020    |\n| Corrigin (S)     | 1387    |\n| Cuballing (S)    | 716     |\n| Dumbleyung (S)   | 862     |\n| Narrogin (T)     | 4632    |\n| Narrogin (S)     | 865     |\n| Pingelly (S)     | 1176    |\n| Wagin (S)        | 1931    |\n| Wandering (S)    | 411     |\n| West Arthur (S)  | 974     |\n| Wickepin (S)     | 922     |\n| Williams (S)     | 1005    |\n| Woodanilling (S) | 395     |\n| WA CD 141401     | 366     |\n| WA CD 141402     | 313     |\n| WA CD 141901     | 190     |\n| WA CD 141902     | 320     |\n| WA CD 141903     | 195     |\n| WA CD 141905     | 145     |\n| WA CD 142001     | 180     |\n| WA CD 142002     | 464     |\n| WA CD 142008     | 127     |\n| WA CD 041802     | 144     |\n|                  |         |\n| Total Persons    | 21590   |\n\nNote  standard terminology used by the Australian Bureau of Statistics:-\n\n(S) \\= Shire  \n(T) \\= Town  \n(CD \\= Collection District  \n  \n\n  \nAttachment 1.2\n\nLICENCE AREA PLAN :\n\nCategory : Commercial\n\nGeneral Area Served : Narrogin (WA)\n\nService Licence Number : SL10399\n\nTECHNICAL SPECIFICATION - AM Radio\n\nSpecification Number : TS10002340\n\nTransmitter Site :-\n\nNominal location : 5km SE of town NARROGIN\n\nAustralian Map Grid : Zone Easting Northing  \nReference 50 520200 6352700\n\nSite Tolerance : Refer to Technical Planning Guidelines\n\nEmission :-\n\nFrequency Band & Mode MF-AM\n\nCarrier Frequency : 918 kHz\n\nOutput Radiation Pattern :-\n\n| Bearing or Sector (Clockwise direction) | Elevation | Maximum CMF |\n| --------------------------------------- | --------- | ----------- |\n| At all angles of azimuth                | 0         | 450 V       |\n\nNotes :-\n\n1\\. It sets out the rules for radio broadcasting in and around **Narrogin, Western Australia**.\n\n**What it does:**\n- **Allocates radio frequencies** for three specific radio services in the Narrogin area:\n  - **Two commercial radio stations** (one AM on 918 kHz, one FM on 1251 kHz — though note there's a technical error in the document where the FM station is incorrectly labelled as \"MF-AM\")\n  - **One community radio station** (AM on 1035 kHz, serving just the town of Narrogin and immediate surrounds)\n\n- **Defines coverage areas** using 1991 Census boundaries:\n  - The **commercial stations** cover a broad region of about 21,590 people across multiple shires including Narrogin, Wagin, Corrigin, and surrounding areas.\n  - The **community station** covers a smaller area of about 6,213 people, focused on Narrogin town and nearby districts.\n\n- **Specifies technical details** including:\n  - Exact transmitter locations (5km southeast of Narrogin)\n  - Frequencies and power levels\n  - Signal radiation patterns\n\n**Who it affects:**\n- Radio broadcasters applying for or holding licences in Narrogin\n- Residents of the defined licence areas who receive these services\n- The Australian Communications and Media Authority, which manages spectrum allocation\n\n**Why it matters:**\nThis plan prevents radio stations from interfering with each other by ensuring each service uses a specific frequency with defined technical limits. It balances commercial broadcasting across a wide rural region with dedicated community radio for the local town."}},"importantCases":[],"_links":{"self":"/api/acts/licence-area-plan-narrogin-radio-october-1996","history":"/api/acts/licence-area-plan-narrogin-radio-october-1996/history","analysis":"/api/acts/licence-area-plan-narrogin-radio-october-1996/analysis","conflicts":"/api/acts/licence-area-plan-narrogin-radio-october-1996/conflicts","importantCases":"/api/acts/licence-area-plan-narrogin-radio-october-1996/important-cases","documents":"/api/acts/licence-area-plan-narrogin-radio-october-1996/documents"}}
