(See opening Determination and Schedules One and Two.)\n\n- The plan divides the area into two licence areas (Muswellbrook RA1 for commercial/national/open-narrowcast services; Muswellbrook RA2 for the community service) and lists the services to be made available in each area (Schedule One and Schedule Two). It also attaches detailed technical specifications for each transmitter (Attachments 1.2–1.15 and 2.2–2.3) and maps the licence-area boundaries using Australian Bureau of Statistics collection districts (Attachments 1.1 and 2.1).\n\n- The document distinguishes the status of each channel: Licensed (already held), Available (open for allocation), Proposed (a planned transmitter for an existing licence), Alternative, and Reserved (set aside for national or community services). Frequencies shown are centre frequencies and are given for reference (status & frequency columns are stated to be additional information) (Schedules One & Two and the explanatory notes under the tables).\n\n- Key technical constraints are specified per transmitter: carrier frequency (AM or FM), emission mode, nominal transmitter location and AMG co‑ordinates, antenna polarisation and maximum antenna height, the approved output (either ERP in watts/kilowatts for FM or CMF/voltage pattern for AM), and any special conditions such as coverage radii or replacements of prior technical specifications (see each Attachment, e.g. TS10005071, TS4125001, TS10008761).\n\n**Who this affects and how**\n\n- Broadcasters (national, commercial, community and open-narrowcasting applicants and incumbents) — they must operate within the frequencies and technical limits set out here if they want to broadcast to Muswellbrook under the relevant licences. Commercial and community services require a service licence (the plan lists service licence numbers where already allocated; other channels are ‘available’ for allocation) (Schedules One & Two).\n\n- Potential new entrants — the plan shows which channels are available to be allocated and which are reserved for national or community use; reserved channels are not available for commercial allocation (Schedule One, status column and explanatory note on “Reserved”).\n\n- Equipment and site planners — the plan fixes nominal transmitter sites, co‑ordinates and technical limits (antenna heights, ERP/CMF, coverage radius special conditions) that determine capital and operational decisions for transmitters (see each Attachment for technical specification numbers and site coordinates).\n\n- Spectrum managers and neighbouring broadcasters — the specified frequencies, antenna patterns and power limits create constraints intended to control interference and neighbouring coverage; a noted example is the footnote replacing FM 102.5 MHz with FM 96.9 MHz to resolve an intermodulation problem (Attachment 1.9 footnote).\n\n**Why it matters (official purpose and practical effects)**\n\n- Officially: the plan allocates spectrum and sets technical parameters so broadcasting services can be licensed and deployed in the Muswellbrook area (Determination paragraph and Schedules).\n\n- Practically: it determines which players can operate locally (existing licensed services keep their channels; new entrants are constrained to channels listed as Available), and it fixes the technical envelope (power, antenna height, site) that shapes coverage, capital cost and competitive reach. Reserved national/community channels reduce the pool of spectrum available for commercial allocation; stringent technical limits (ERP/CMF, sectorised power limits, coverage radii) limit how far a service can reach — influencing market size and the economics of a potential service. Where a technical specification is marked to replace an earlier one, operators may need to change equipment or retune (Attachment 1.9 special condition).\n\n**Who pays, who decides, what behaviour changes**\n\n- Who pays: broadcasters pay for obtaining and maintaining service licences (where required), installing and operating transmitters to meet the technical specifications, and any compliance costs (engineering, licensing fees, ongoing monitoring). Infrastructure costs fall on the service operator; spectrum itself is allocated administratively rather than sold here.\n\n- Who decides: the Australian Broadcasting Authority (the making authority named in the Determination under subsection 26(1) of the Broadcasting Services Act 1992) set the plan and technical specifications. Operational licensing decisions follow from this plan (Schedules & Attachments).\n\n- Behaviour changes required: incumbents must comply with the listed technical parameters; applicants must seek licences only where channels are listed as Available (or apply for community/national allocations where Reserved); engineers must design sites to the AMG co‑ordinates, antenna height and ERP/CMF limits; some services will be limited in coverage by the specified coverage radii or sector power limits (e.g. TS10005071 has a 10 km coverage radius; TS10008589 has a 20 km radius; various FM specs limit ERP to 50 W, 80 W, up to 16 kW or 20 kW as specified).\n\n**Implementation risks, trade-offs and incentives (testing the stated purpose)**\n\n- Interference and engineering risk: the plan seeks to prevent interference by fixing frequencies and technical parameters, but the need to substitute FM 96.9 MHz for 102.5 MHz (Attachment 1.9 footnote) demonstrates real-world engineering trade-offs that can require later changes. Technical Planning Guidelines (referred to in many attachments) control site tolerances and minimum service levels; dependency on those guidelines creates implementation interdependence.\n\n- Market/competition effects: reserved channels for national and community services (Schedules; status = Reserved) concentrate the benefit of certain spectrum blocks to public or not‑for‑profit services and reduce the spectrum available to commercial entrants. High-power FM allocations (e.g. 16–20 kW at Rossgole Lookout and Mount Arthur in Attachments 1.3, 1.4, 1.12) give incumbents broader reach; low-power or coverage‑limited narrowcast/community assignments (1 kW, 50–80 W, or fixed radius limits in Attachments 1.14, 1.15, 2.2) constrain newcomers to smaller target audiences and lower revenue potential.\n\n- Compliance and administrative burden: commercial and community services need formal service licences (Schedules One & Two note service licence numbers where allocated; the schedule explains that only Commercial and Community services require service licences). Technical compliance (antenna heights, ERP/CMF, sector power limits, coverage radii) requires engineering documentation and monitoring.\n\n- Opportunity costs: spectrum allocated or reserved to national/community services cannot be commercially exploited in this plan; similarly, sectorised ERP limits concentrate advantages directionally (some bearings have lower ERP), which can alter who reaches which sub‑markets within the licence area (e.g. TS7663001 sector limits in Attachment 1.12).\n\n**Concrete references inside the instrument**\n\n- Scope and legal basis: Determination paragraph referencing subsection 26(1) of the Broadcasting Services Act 1992.\n- Which services and status: Schedule One (RA1) and Schedule Two (RA2).\n- Licence area boundaries: Attachment 1.1 (RA1) and Attachment 2.1 (RA2) using ABS collection districts.\n- Technical caps & site specs: Attachments 1.2–1.15 and 2.2–2.3 (individual TS numbers such as TS4021001, TS7663001, TS10005071, TS10008589). \n\n"},"kimi_summary":{"content_quality":"ok","complexity_score":4,"scope_assessment":{"changed":false,"description":"This is a discrete technical planning instrument made under the Broadcasting Services Act 1992.
