It specifies which radio broadcasting services are to be available in the Katanning area of Western Australia and sets the technical conditions for the transmitters that will deliver those services (Determination; Schedules; Attachments 1.2–3.2).\n\n- Concretely, the plan: \n - Lists the number and categories of services assigned to the Katanning licence areas: four national services, two commercial services, one open narrowcasting service (all listed in Schedule One), and two community services (Schedules Two and Three).\n - Identifies which services require a service licence (commercial and community services have assigned service licence numbers; national and open narrowcasting services are marked N/A for service licence number) (Schedules One–Three).\n - Defines the geographic licence areas in terms of Australian Bureau of Statistics collection districts / shires from the 1991 Census and gives population counts for those areas (Attachments 1.1, 2.1, 3.1).\n - Prescribes technical specifications for each transmitter: mode (AM or FM), carrier frequency, antenna/ERP or CMF limits, maximum antenna height, nominal transmitter locations (Attachments 1.2–1.8, 2.2, 3.2). Where relevant the plan refers operators to the Technical Planning Guidelines for site tolerance.\n\n**Who is affected**\n\n- Broadcasters and prospective broadcasters: commercial and community operators that hold or seek the listed service licences (identified by service licence numbers in the Schedules) must operate within the licence area and transmitter specifications set out in this Determination (Schedules; Attachments).\n\n- Operators of national and open narrowcasting services must comply with the transmitter technical specifications listed, even though the plan marks their service licence number as N/A (Schedule One; Attachments 1.2–1.5, 1.8).\n\n- Technical planners and engineers responsible for installing equipment: they must meet the specified carrier frequencies, power/ERP or CMF limits, antenna heights and site coordinates (Attachments 1.2–3.2).\n\n- Local populations in the listed shires and collection districts: the plan defines which services are to be available in their areas by geographic boundary (Attachments 1.1, 2.1, 3.1).\n\n**Why it matters (official purpose and operational consequences)**\n\n- Officially, the ABA’s purpose in this instrument is to allocate spectrum and set technical rules so particular radio services can lawfully operate in the Katanning area (Determination).\n\n- Operational consequences and practical mechanisms: \n - The plan creates entitlement and boundaries by naming specific service categories and, for commercial/community services, by listing service licence numbers that identify the licensed operators (Schedules One–Three). \n - The technical specifications constrain transmitter siting, power and radiation patterns; these directly determine the coverage footprint and interference relationships with neighbouring services (Attachments 1.2–3.2).\n\n**Who pays, who decides, and what behaviour changes**\n\n- Who decides: the Australian Broadcasting Authority set the plan and the technical conditions (Determination; subsection 26(1) reference).\n\n- Who pays: incumbent and prospective licensees bear the capital and operating costs to build, configure and maintain transmitters that meet the specified technical requirements. (The Determination prescribes the technical parameters but does not list fees.)\n\n- Behaviour changes required: potential applicants for commercial or community licences must apply consistent with these licence-area boundaries; holders must operate within the specified frequencies, CMF/ERP limits and site tolerances; engineers must plan installations to comply with the stated coordinates, antenna heights and radiation limits (Schedules; Attachments).\n\n**Trade-offs, incentives and implementation risks (mechanics, not value judgments)**\n\n- Spectrum allocation trade-offs: by assigning specific frequencies and technical limits the plan fixes how much radio coverage each service can achieve (see each transmitter’s carrier frequency and ERP/CMF limits in Attachments 1.2–3.2). That limits possible expansion of coverage or power without a subsequent amendment.\n\n- Competitive effects and concentration of benefit: the plan allocates two commercial service licences for Katanning (Schedule One). That mechanically determines how many commercial operators can hold licences in the area and therefore shapes local commercial competition for advertising and audience (Schedule One).\n\n- Operational/compliance costs: the technical specs (frequencies, CMF/ERP limits, antenna height and map-grid coordinates) impose measurable engineering and capital costs on operators. The plan also refers operators to Technical Planning Guidelines for site tolerance, creating a performance standard operators must meet (Attachments 1.2–3.2).\n\n- Bureaucratic discretion and implementation risk: the Determination is made under statutory authority (subsection 26(1)), showing the regulator has discretion to set categories, licence numbers and technical details. Because the licence-area definitions rely on 1991 Census collection districts and shire boundaries (Attachments 1.1, 2.1, 3.1), demographic or boundary changes since that census can create a mismatch between plan definitions and current population distribution; updating would require a further Determination.\n\n- Interference and technical constraint risks: the transmitter specifications (carrier frequencies, CMF/ERP ceilings, antenna heights and radiation patterns) explicitly constrain operators so that coverage and interference behaviour is predictable. Operators must ensure CMF at all elevations doesn’t exceed stated maximums (Notes in Attachments), otherwise they risk non‑compliance.\n\n**Key document references inside the Determination**\n\n- Formal authorising backstop: Determination made under subsection 26(1) of the Broadcasting Services Act 1992 (opening paragraph).\n- Service lists and licence numbering: Schedules One to Three (Schedules One–Three).\n- Licence-area definitions and population counts: Attachments 1.1, 2.1, 3.1.\n- Technical transmitter requirements: Attachments 1.2–1.8, 2.2 and 3.2.\n\n(Sections and attachments cited above are the locations in the Determination where each point is specified.)"},"flash_summary_failed":{"failed":true,"reason":"A positive credit balance is required for all requests, including BYOK, so fallback providers remain available.
