The characteristics, including technical specifications, of the service that is to be available in the area described at Attachment 1.1 is set out in Schedule One and Attachment 1.2 to this determination.\n\n(Determined by the Australian Broadcasting Authority on 5 February 2004)\n\n \nSCHEDULES\n\nEach of the Schedules sets out:\n\n- the category of each of the services that are to be available in that area (column one);\n- the status of the service (column two) does not form part of the licence area plan decision and is included for reference only;\n- the frequency for each transmitter (column three) does not form part of the licence area plan decision and is included for reference only;\n- the service licence number which has been allocated to the service, if appropriate (column four); N/A = Not Applicable, as the Broadcasting Services Act 1992 only requires service licences for Commercial and Community services;\n- the number of transmitters required to transmit the service;\n- the transmitter specification number which has been allocated to each transmitter (column five);\n- the identifying number of the attachment where the technical specifications for each transmitter are described (column six). (Each set of technical specifications referred to in the Schedules is an attachment to this determination); and\n- the general area served by each transmitter (column seven).\n\nStatus Column\n\nLicensed: service is already licensed\n\nAvailable: new licence available for allocation\n\nProposed: transmitter for existing broadcasting service licence\n\nAlternative: alternative channel proposed for licensed service\n\nReserved: capacity reserved for a national or community service in accordance with Ministerial notification\n\nFrequency Column \n\n- the frequency shown is the centre frequency of the channel.\n\nThe information in the frequency column is provided as additional information to the licence area plan and is accurate as at the time of publication.\n\n \nSCHEDULE ONE\n\nLicence Area Plan : Coober Pedy Community Radio – February 2004\n\nLicence Area : COOBER PEDY RA1\n\n| Service Category | Status | Frequency | Service Licence No | Technical Specification No | Attach No | Area Served |\n| ---------------- | -------- | --------- | ------------------ | -------------------------- | --------- | ----------- |\n| Community | Proposed | 104.5 MHz | SL1150823 | TS10009790 | 1.2 | Coober Pedy |\n\n \nAttachment 1.1\n\nLICENCE AREA – COOBER PEDY COMMUNITY RA1\n\nSERVICE LICENCE NUMBER: SL1150823\n\nThe licence area, in terms of areas defined by the Australian Bureau of Statistics at the Census of 5 August 2001, is:\n\n| Area Description | |\n| ---------------- | --- |\n| Coober Pedy (DC) | |\n| | |\n| | |\n\nNote:\n\nStandard terminology used by the Australian Bureau of Statistics:\n\n(DC) \\= District Council\n\n \nAttachment 1.2\n\nLICENCE AREA PLAN : Coober Pedy Community Radio – February 2004\n\nCategory : Community\n\nGeneral Area Served : Coober Pedy (SA)\n\nService Licence Number : SL1150823\n\nTECHNICAL SPECIFICATION - FM Radio\n\nSpecification Number : TS10009790\n\nTransmitter Site :-\n\nNominal location : Coober Pedy Area School SA\n\nAustralian Map Grid : Zone Easting Northing \nReference 53 476032 6790470\n\nSite Tolerance : Refer to Technical Planning Guidelines\n\nEmission :-\n\nFrequency Band & Mode : VHF-FM\n\nCarrier Frequency : 104.5 MHz \nPolarisation : Vertical\n\nMaximum antenna height : 35 m\n\nOutput Radiation Pattern :-\n\n| Bearing or Sector (Clockwise direction) | Maximum ERP |\n| --------------------------------------- | ----------- |\n| | |\n| At all angles of azimuth | 100 W |","sortOrder":0}],"analysis":{"flash_summary":{"complexity_score":2,"scope_assessment":{"changed":false,"description":"The instrument is narrowly focused and consistent with the original purpose of a licence area plan: to make available a community broadcasting service in a defined geographic area and to record the technical envelope for that service. It sets the transmitter technical envelope (Coober Pedy Area School site/coordinates, vertical polarisation, 100 W ERP, 35 m max antenna).\n\nIt affects community broadcasters, applicants and the regulator by defining the technical constraints for any future licence; it signals availability but does not itself grant a broadcasting licence."},"kimi_summary":{"content_quality":"ok","complexity_score":2,"scope_assessment":{"changed":false,"description":"This document remains tightly scoped to its original purpose: establishing technical and geographic parameters for a single community radio service in Coober Pedy. It sets out the rules for a **community radio broadcasting service** in Coober Pedy, South Australia.\n\n**Key points:**\n\n- **Who it affects:** The local community radio station in Coober Pedy, and anyone who wants to broadcast community radio in that area.\n- **What it decides:**\n - There will be **one community radio service** available in the Coober Pedy area.\n - The service will broadcast on **104.5 MHz** (FM frequency).\n - The transmitter will be located at **Coober Pedy Area School**.\n - Technical details like power output (100 watts), antenna height (up to 35 metres), and coverage area are specified.\n- **Why it matters:** This plan is a legal determination under the *Broadcasting Services Act 1992*. It creates the \"licence area\" — a defined geographic zone where the community radio service is authorised to operate. Without this plan, the station couldn't legally broadcast.\n\n**In simple terms:** Think of this as the official map and rulebook that says \"yes, there can be a community radio station in Coober Pedy, here's exactly where it can broadcast from, what frequency to use, and how powerful the signal can be.\""},"flash_summary_failed":{"failed":true,"reason":"A positive credit balance is required for all requests, including BYOK, so fallback providers remain available.
