The characteristics, including technical specifications, of the services that are to be available in the area described at Attachment 1.1 are set out in Schedule One and Attachments 1.2 - 1.11 to this Determination.\n\n(Determined by the Australian Broadcasting Authority on 2 June 1997)\n\n \n\nSCHEDULE\n\nThe Schedule sets out:\n\n- the category of each of the services that are to be available in that area (column 1),\n- the service licence number which has been allocated to the service, if appropriate (column two); N/A = Not Applicable, as the Broadcasting Services Act 1992 only requires service licences for Commercial and Community services,\n- the number of transmitters required to transmit the service,\n- the transmitter specification number which has been allocated to each transmitter (column three),\n- the identifying number of the attachment where the technical specifications for each transmitter are described (column four). (Each set of technical specifications referred to in the Schedules is an attachment to this determination),\n- the general area served by each transmitter (column five).\n\n \n\nSCHEDULE ONE\n\nLicence Area Plan - It sets out the rules for radio broadcasting in the **Central Tablelands** region of New South Wales, specifically around Orange.\n\n**What it does:**\n- **Allocates radio frequencies** to different types of broadcasters in a specific geographic area\n- **Defines the licence area** using 1991 Census boundaries from the Australian Bureau of Statistics (covering Orange, Blayney, and surrounding districts — about 62,500 people)\n- **Specifies technical details** for each radio transmitter, including location, frequency, power output, and coverage patterns\n\n**Who gets what:**\n- **3 commercial radio stations** (private, advertising-funded)\n- **4 national radio stations** (ABC services — no licence number needed as they're government-funded)\n- **2 community radio stations** (non-profit, volunteer-run)\n- **1 open narrowcasting service** (specialised programming with limited coverage — in this case, restricted to a 45km radius)\n\n**Why it matters:**\nThis plan prevents radio stations from interfering with each other by ensuring each service uses a specific frequency at a specific power level from a specific location. Without these plans, radio signals would overlap and create static or cross-talk. It also ensures different types of broadcasters (commercial, community, national) have fair access to the limited radio spectrum in regional Australia.\n\n**Key technical concepts explained:**\n- **ERP (Effective Radiated Power):** The strength of the radio signal broadcast from the antenna\n- **CMF (Carrier Modulation Factor):** A technical measure for AM radio signal strength\n- **AMG (Australian Map Grid):** Precise geographic coordinates for transmitter locations\n- **Collection Districts (CDs):** Small geographic areas used by the Bureau of Statistics to define coverage boundaries"},"flash_summary":{"complexity_score":3,"scope_assessment":{"changed":false,"description":"This Determination performs the instrument’s original function: it allocates radio services to a defined licence area and records the technical specifications for transmitters. It does not expand the plan beyond that core purpose. It directly affects national, commercial, community and narrowcasting broadcasters, engineers/site operators, the local audience and the regulator. Practically, it allocates exclusive spectrum/technical space, limits commercial/community entry, shapes costs and coverage footprints, and creates enforceable compliance obligations."},"flash_summary_failed":{"failed":true,"reason":"Unauthenticated.
