It declares which radio broadcasting services are to be available in the Bridgetown area of Western Australia and sets the technical and geographic parameters for those services.\n- The plan lists the number and category of services (national, commercial, community, open narrowcasting), the service-licence numbers where applicable (commercial and community services), the transmitter specification reference numbers (for each transmitter), the technical attachments that describe each transmitter, and the general area each transmitter must serve (Schedule One and Schedule Two).\n- For each transmitter the plan records: nominal site location, map-grid coordinates, frequency band and mode (AM or FM), carrier frequency, output limits (either CMF for AM or ERP for FM), maximum antenna height where applicable, and a site-tolerance reference to the Technical Planning Guidelines (Attachments 1.2–1.9 and 2.2).\n- The defined licence areas for the commercial and community licences are stated by listing Australian Bureau of Statistics collection districts and their 1991 census populations (Attachment 1.1 and Attachment 2.1). The plan therefore fixes the geographic market that each commercial or community licence covers.\n\n**Who this affects**\n\n- Broadcasters and prospective broadcasters: commercial and community operators that hold or seek the service licences referenced (SL010072, SL010073 for commercial; SL010063 for community) must comply with the technical and area limits in the plan (Schedule One, Schedule Two, Attachments).\n- National broadcasters and holders of open‑narrowcasting authorisations: the plan specifies technical parameters and locations for national and open narrowcasting transmitters serving Bridgetown, Manjimup and Nannup.\n- Radio engineers, frequency planners and spectrum managers: they must use the coordinates, frequencies, emission modes and CMF/ERP limits in the attachments to design transmitters and avoid interference.\n- Residents and advertisers in the listed collection districts: the plan determines which services are licensed to serve their area (Attachment 1.1 and 2.1).\n\n**Why it matters (practical effects and mechanics)**\n\n- Spectrum allocation and interference control: by fixing specific frequencies, power/field limits (CMF or ERP), antenna heights and radiation patterns for each transmitter, the plan prevents harmful interference between services and sets the technical envelope for transmission (see Attachments 1.2–1.9 and 2.2).\n- Geographic market definition for licences: the plan defines the licence area for commercial and community licences using ABS collection districts and population figures. That determines the geographic audience and commercial market that the licence covers (Attachment 1.1 and 2.1).\n- Entry and investment incentives: firms that want to serve Bridgetown must build to these technical specifications and locate in the listed sites (or within the site‑tolerance set by the Technical Planning Guidelines). That imposes capital and compliance costs and constrains where new transmitters can be placed.\n- Administrative certainty and regulation: the plan operationalises the Broadcasting Services Act requirement by recording which categories of service are available in the area and the technical details required of transmitters (Determination and Schedules).\n\n**Mechanisms, who pays, who decides, and what behaviour changes**\n\n- Who decides: the Australian Broadcasting Authority made the plan (Determination). It uses statutory power to declare available services and set technical specifications.\n- Who pays: broadcasters pay for transmitter construction, site acquisition, ongoing operation, and any licence fees or regulatory costs required under the Broadcasting Services Act. They must also fund the engineering work to comply with CMF/ERP, antenna heights, and coordinates given in the attachments.\n- Behaviour changes required: licence-holders and applicants must locate transmitters at the specified nominal sites (within site tolerance), use the specified frequencies and emission modes, and not exceed the listed CMF/ERP or antenna heights. Commercial and community licence-holders must serve the populations and areas identified by the ABS collection districts.\n\n**Source-stated purpose and a practical test against costs and incentives**\n\n- The plan’s stated purpose is to make broadcasting services available in Bridgetown and to set the technical characteristics for those services (Determination; Schedule One; Schedule Two). That creates administrative clarity about which services are permitted and how they must operate.\n- Costs and incentives: the plan lowers spectrum uncertainty for incumbents and new entrants by locking in frequencies and technical envelopes, which helps engineering and commercial planning. The trade-off is that those technical limits and geographic licence definitions impose upfront capital and compliance costs on broadcasters and may make alternative spectrum uses or different transmitter placements infeasible without further regulatory action (Attachments 1.2–1.9; Attachment 2.2). The requirement to match specific sites, coordinates and field limits concentrates benefits on those able to meet the technical build‑out and may raise barriers to small or mobile entrants.\n- Implementation and compliance risk: the technical details require radio‑engineering competence (AM CMF patterns, FM ERP and antenna height). The plan cross‑references the Technical Planning Guidelines for site tolerances, creating some operational discretion in siting that requires coordination between licensee engineers and the regulator (see each transmitter attachment).\n\n**Concrete, source‑grounded observations (with locations in the instrument)**\n\n- Service mix and counts: the plan lists five national radio services, two commercial services (SL010072, SL010073) and one open narrowcasting service in Schedule One, plus one community service (SL010063) in Schedule Two (Schedules One & Two).\n- Technical limits: AM transmitters are specified by maximum carrier‑modulation field (CMF) values and explicit azimuthal sectors (e.g., TS10002339 at Manjimup—738 kHz—with sector CMF limits; Attachments 1.3 and 1.4). FM transmitters state maximum ERP (typically 10 W) and a maximum antenna height (e.g., Attachments 1.5, 1.6, 2.2).\n- Geographic definition: licence areas for the two commercial licences and the community licence are defined by ABS collection districts and 1991 census population totals (Attachment 1.1 totals 14,648 persons; Attachment 2.1 totals 2,017 persons).\n- Cross‑references and operational guidance: each transmitter’s site tolerance is deferred to the Technical Planning Guidelines, so the statutory instrument sets the boundary parameters while leaving precise tolerances and engineering implementation to those Guidelines (Attachments 1.2–1.9; Attachment 2.2).\n\n**Bottom line:** This is a technical and geographic allocation instrument. It names which categories of radio service must be available in the Bridgetown area, fixes the licensed geographic market for commercial and community services, and prescribes precise transmitter locations, frequencies and emission/field limits. That creates enforceable technical constraints that shape who can transmit, where they must place equipment, and what power/coverage they may use (Determination; Schedules; Attachments)."},"flash_summary_failed":{"failed":true,"reason":"A positive credit balance is required for all requests, including BYOK, so fallback providers remain available.
