The characteristics, including technical specifications, of the services that are to be available in the area described at Attachment 1.1 are set out in Schedule One and Attachments 1.2 - 1.10 to this Determination.\n\nOne community radio broadcasting service is to be available in the area described at Attachment 2.1 to this Determination with the use of the broadcasting services bands. The characteristics, including technical specifications, of the service that is to be available in the area described at Attachment 2.1 are set out in Schedule Two and Attachment 2.2 to this Determination.\n\n(Determined by the Australian Broadcasting Authority on 24 October 1996)\n\nSCHEDULES\n\nEach of the Schedules sets out:\n\n- the category of each of the services that are to be available in that area (column one),\n- the service licence number which has been allocated to the service, if appropriate (column two); N/A = Not Applicable, as the Broadcasting Services Act 1992 only requires service licences for commercial and community services.\n- the number of transmitters required to transmit the service, and the transmitter specification number which has been allocated to each transmitter (column three),\n- the identifying number of the attachment where the technical specifications for each transmitter are described (column four). (Each set of technical specifications referred to in the Schedules is an attachment to this determination).\n- the general area served by each transmitter (column five).\n\nSCHEDULE ONE\n\nLicence Area Plan - Albany - (Radio) - October 1996\n\n| Category ofService | Service Licence No: | Transmitter Specification No: | Technical Specifications | General Area Served by Transmitter |\n| ------------------ | ------------------- | ----------------------------- | ------------------------------------ | ---------------------------------- |\n| National | N/A | TS002330 | See attachment 1.2 | Albany |\n| National | N/A | TS000038 | See attachment 1.3 | Southern Agricultural |\n| National | N/A | TS000039 | See attachment 1.4 | Southern Agricultural |\n| National | N/A | TS000040 | See attachment 1.5 | Southern Agricultural |\n| Commercial | SL010401 | TS005909 | See attachment 1.6 | Albany |\n| Commercial | SL010041 | TS002401 TS002402 | See attachment 1.7See attachmant 1.8 | AlbanyAlbany (town) |\n| Open Narrowcasting | N/A | TS002400 | See attachment 1.9 | Albany |\n| Open Narrowcasting | N/A | TS000046 | See attachment 1.10 | Albany (town) |\n\nSCHEDULE TWO\n\nLicence Area Plan - Albany - (Radio) - October 1996\n\n| Category ofService | Service Licence No: | Transmitter Specification No: | TechnicalSpecifications | General Area Served by Transmitter |\n| ------------------ | ------------------- | ----------------------------- | ----------------------- | ---------------------------------- |\n| Community | SL010042 | TS000047 | See attachment 2.2 | Albany |\n\nATTACHMENT 1.1\n\nLICENCE AREA FOR SERVICE LICENCE NUMBERS: SL010401 AND SL010041 COMMERCIAL RADIO ALBANY WA\n\nThe licence area, in terms of areas defined by the Australian Bureau of Statistics at the Census of 6 August 1991, is:\n\n| Area Description | Persons |\n| ---------------- | ------- |\n| | |\n| Albany (T) | 13603 |\n| Albany (S) | 11177 |\n| WA CD 051602 | 405 |\n| WA CD 051603 | 345 |\n| WA CD 051604 | 373 |\n| WA CD 051606 | 548 |\n| WA CD 051607 | 334 |\n| WA CD 051608 | 310 |\n| WA CD 051609 | 365 |\n| WA CD 043903 | 268 |\n| WA CD 043904 | 348 |\n| WA CD 043905 | 428 |\n| WA CD 043906 | 269 |\n| WA CD 043907 | 382 |\n| WA CD 043908 | 345 |\n| WA CD 043909 | 522 |\n| WA CD 043910 | 684 |\n| WA CD 043911 | 320 |\n| WA CD 043805 | 96 |\n| | |\n| Total Persons | 31122 |\n\nNote:\n\nStandard terminology used by the Australian Bureau of Statistics:\n\n(T) \\= Town\n\n(S) \\= Shire \n(CD) \\= Collection District\n\n \nAttachment 1.2\n\nLICENCE AREA PLAN :\n\nCategory : National\n\nGeneral Area Served : Albany (WA)\n\nService Licence Number : Not applicable\n\nTECHNICAL SPECIFICATION - AM Radio\n\nSpecification Number : TS10002330\n\nTransmitter Site :-\n\nNominal location : Gledhow, 5.7km WNW of ALBANY\n\nAustralian Map Grid : Zone Easting Northing \nReference 50 574800 6125300\n\nSite Tolerance : Refer to Technical Planning Guidelines\n\nEmission :-\n\nFrequency Band & Mode MF-AM\n\nCarrier Frequency : 630 kHz\n\nOutput Radiation Pattern :-\n\n| Bearing or Sector (Clockwise direction) | Elevation | Maximum CMF |\n| --------------------------------------- | --------- | ----------- |\n| At all angles of azimuth | 0 | 700 V |\n\nNotes:-\n\n1\\. It sets out the rules for radio broadcasting in the Albany area of Western Australia.\n\n**What it does:**\n- **Plans what radio services can operate** in Albany and surrounding areas, using specific radio frequencies (the \"broadcasting services bands\").\n- **Allocates frequencies and technical specifications** for different types of radio services.\n\n**Who it affects:**\n- **Listeners in Albany** — determines what radio stations they can receive.\n- **Radio broadcasters** — tells them what frequencies they can use, how powerful their transmitters can be, and where they must locate their equipment.\n\n**The services planned:**\n- **Four national radio services** (ABC stations — no licence needed as they're government-run)\n- **Two commercial radio services** (private stations that sell advertising — need a service licence)\n- **Two open narrowcasting services** (specialised programming like racing or religious radio — no licence needed)\n- **One community radio service** (non-profit, local programming — needs a service licence)\n\n**Key technical details:**\n- Specifies exact **frequencies** (e.g., 630 kHz for AM, 92.9 MHz for FM)\n- **Transmitter locations** (e.g., Gledhow, Mt Barker, Mt Clarence)\n- **Power limits** (measured in kilowatts or watts)\n- **Coverage areas** (some serve all of Albany, others just the town centre or rural \"Southern Agricultural\" region)\n\n**Why it matters:**\nThis plan prevents radio stations from interfering with each other by ensuring each uses a different frequency and power level.
