Any heading inserted in an Act which was passed before 1 January 2001, by an Act passed on or after 1 January 2001, forms part of that Act. This includes headings to Parts, Divisions or Subdivisions in a Schedule; sections; clauses; items; tables; columns; examples; diagrams; notes or forms. Provision numbers include section numbers, subsection numbers, paragraphs and subparagraphs. See section 36(3C).\n\n• Location of \"legislative items\"\n\nA \"legislative item\" is a penalty, an example or a note. As from 13 October 2004, a legislative item relating to a provision of an Act is taken to be at the foot of that provision even if it is preceded or followed by another legislative item that relates to that provision. For example, if a penalty at the foot of a provision is followed by a note, both of these legislative items will be regarded as being at the foot of that provision. These orders dated back to the 1870s–1950s and had reserved the land for:\n- Mechanics' Institutes (community libraries/meeting halls) at Burke's Flat and Lake Charm\n- Watering access for stock at Campbelltown  \n- Agricultural research at Walpeup\n\n**Who it affects:**\n- **Local communities** near these towns, who lose protected public land status for these sites\n- **Any existing committees or trustees** managing the land—their appointments are cancelled\n- **One grazier at Campbelltown**—their grazing licence continues despite the change (this is explicitly protected)\n- **The Registrar of Titles**—must update land ownership records to reflect the changes\n\n**Why it matters:**\nWhen land is 'reserved,' it has special legal protections and can only be used for the specific purpose it was set aside for. By revoking these reservations, the land becomes 'unalienated Crown land'—essentially returning it to general government ownership without restrictions. This typically precedes either sale, lease for new purposes, or incorporation into other land management schemes. The Act is essentially housekeeping—clearing old, likely obsolete reservations to allow modern land use decisions.\n\n**Key mechanics:**\n- The land is freed from all trusts, restrictions, and encumbrances\n- Management committees and trustees are disbanded\n- One exception: grazing licences at Campbelltown remain valid"}},"importantCases":[],"_links":{"self":"/api/acts/land-revocation-of-reservations-regional-victoria-land-act-2016","history":"/api/acts/land-revocation-of-reservations-regional-victoria-land-act-2016/history","analysis":"/api/acts/land-revocation-of-reservations-regional-victoria-land-act-2016/analysis","conflicts":"/api/acts/land-revocation-of-reservations-regional-victoria-land-act-2016/conflicts","importantCases":"/api/acts/land-revocation-of-reservations-regional-victoria-land-act-2016/important-cases","documents":"/api/acts/land-revocation-of-reservations-regional-victoria-land-act-2016/documents"}}
