It does exactly what its title suggests and nothing more. The scope has not expanded beyond this narrow, technical function."},"complexity_factors":["Extremely short: only 4 operative provisions (sections 1-4)","Minimal defined terms: only 2 definitions in the interpretation section ('the Act' and 'the Organization')","No cross-references beyond the single reference to the parent Act","No conditional logic, exceptions, or nested provisions","Straightforward declaratory structure — simply applies existing legislative framework to a specific organization","Single purpose instrument with no subordinate provisions or schedules"],"plain_english_summary":"This legislation gives special legal status to the International Tropical Timber Organization (ITTO) in Australia. The ITTO is an international body that deals with trade and sustainable management of tropical timber.\n\n**What this does:**\n- **Declares the ITTO as an \"international organization\"** under Australian law, which triggers automatic protections and privileges under the International Organizations (Privileges and Immunities) Act 1963\n- **Gives the ITTO corporate status** — it can act like a legal person: sign contracts, own property, buy and sell things, and sue or be sued in court\n- **Grants \"perpetual succession\"** — the organization continues to exist legally even if its members or leadership change\n\n**Who it affects:**\n- The ITTO itself, which gains legal protections typical of international bodies (like immunity from certain legal processes and tax exemptions, as provided by the parent Act)\n- Australian government agencies that interact with the ITTO\n- Potentially Australian businesses or individuals who contract with or have disputes involving the ITTO\n\n**Why it matters:**\nWithout this declaration, the ITTO would lack clear legal standing in Australia. It couldn't easily lease office space, hire staff under Australian employment law, or participate in legal proceedings. This ensures Australia meets its international obligations as a member of the ITTO and facilitates the organization's operations on Australian soil."},"flash_summary":{"complexity_score":2,"scope_assessment":{"changed":false,"description":"These Regulations do not alter the substantive scope of the International Organizations (Privileges and Immunities) Act 1963.
