The most direct fiscal or administrative costs are routine and fall on the government to process property records, contracts and any court business involving ICLARM.  \n- Who decides: the regulation was made under the International Organisations (Privileges and Immunities) Act 1963 by executive instrument; operational decisions about contracts and property are made by ICLARM in its corporate name (Regulation 4).  \n- Behaviour changes: private parties may be more willing to contract with ICLARM because its legal capacity is explicit; conversely, some legal remedies may be affected by any immunities that flow from the enabling Act (this instrument itself only sets out corporate capacity) (Regulation 4).  \n- Trade-offs and risks: the regulation is narrow in scope and does not itself list privileges, immunities or exemptions. If immunities under the enabling Act apply in practice, that can limit enforcement options for private creditors or litigants — the text here does not set those boundaries, it simply gives ICLARM corporate capacity (Regulations 3–4).  \n- Compliance and administrative burden: minimal. The regulation imposes no ongoing reporting or regulatory obligations on third parties; it primarily records legal status.  \n- Implementation risk and discretion: low. The instrument is straightforward and confined to recognising status and capacities; it leaves most operational matters (contracts, property transactions, litigation) to normal legal processes.\n\n**Key text references**\n- Definitions and scope: Regulation 3.  \n- Effect and timing: Regulation 2 (commencement) and Regulation 4 (legal capacity and personality)."},"kimi_summary":{"content_quality":"ok","complexity_score":2,"scope_assessment":{"changed":false,"description":"The legislation remains tightly focused on its original purpose: conferring legal personality and corporate powers on ICLARM as required by the 1993 Manila Agreement. Without this law, ICLARM couldn't rent an office, hire staff under Australian employment law, or own equipment in Australia. This 'legal personality' is essential for the organisation to operate practically within Australia, and it flows from Australia's obligations under the 1993 treaty that created ICLARM."}},"importantCases":[],"_links":{"self":"/api/acts/international-center-for-living-aquatic-resources-management-privileges-and-immunities-regulations-1","history":"/api/acts/international-center-for-living-aquatic-resources-management-privileges-and-immunities-regulations-1/history","analysis":"/api/acts/international-center-for-living-aquatic-resources-management-privileges-and-immunities-regulations-1/analysis","conflicts":"/api/acts/international-center-for-living-aquatic-resources-management-privileges-and-immunities-regulations-1/conflicts","importantCases":"/api/acts/international-center-for-living-aquatic-resources-management-privileges-and-immunities-regulations-1/important-cases","documents":"/api/acts/international-center-for-living-aquatic-resources-management-privileges-and-immunities-regulations-1/documents"}}
