It applies to most employers who take out or renew a policy between 30 June 1995 and 30 June 1996.\n\n**What it does:**\n- **Calculates premiums** using a formula that considers:\n - **Wages paid** to workers (grouped by industry type)\n - **Industry risk** (dangerous jobs like mining or abattoirs pay higher rates than office jobs)\n - **Claims history** (employers with fewer past claims get discounts; those with many claims pay more)\n - **Excess arrangements** (employers who agree to pay the first part of any claim themselves get a small discount)\n\n- **Sets minimum and maximum premiums:** Small employers (Category B) pay at least $30–$80 depending on their business type. No employer’s premium can increase by more than a set percentage from the previous year.\n\n- **Provides discounts for hiring disadvantaged workers:** Employers who hire previously injured workers or long-term unemployed people can exclude those workers’ wages from premium calculations for their first 12 months.\n\n- **Lists hundreds of industry classifications** (Schedule A) with specific premium rates—from 0.38% for low-risk financial services to 11.80% for high-risk industries like abattoirs, sawmilling, and underground mining.\n\n**Who it affects:**\n- All NSW employers required to hold workers' compensation insurance (except those specifically exempted)\n- Insurers who must calculate and collect premiums\n- The WorkCover Authority, which resolves disputes over wage estimates and classifications\n\n**Why it matters:**\nThis Order ensures that insurance costs reflect actual risk and claims experience, while protecting small businesses with caps on premium increases and incentives for employing injured workers."},"flash_summary":{"complexity_score":7,"scope_assessment":{"changed":false,"description":"The Order does not change who is covered by the Workers Compensation Act 1987 or the statutory scope of workers’ compensation.
