The board must submit a draft to the Minister by a set deadline (usually 2 months before the financial year starts). The Minister can request changes or direct modifications if agreement isn't reached. Once agreed, it becomes the official plan. The Treasurer must approve any final agreement or changes.\n\n2. **Statement of Corporate Intent** (Part 3): An annual document setting specific performance targets, business objectives, and accounting policies for the coming financial year. It must align with the 5-year strategic plan. Like the strategic plan, it goes through a draft submission and negotiation process with the Minister. Once agreed, the Minister must table it in Parliament within 14 days (though commercially sensitive information can be removed with Auditor General approval).\n\n**Who it affects:**\n- The Insurance Commission of Western Australia and its board of commissioners\n- The Minister responsible for the Commission\n- The Treasurer (who has veto power over agreements)\n- The Western Australian Parliament (which receives the annual Statement of Corporate Intent)\n\n**Why it matters:**\nThese rules ensure government-owned businesses operate transparently and accountably. They force the Commission to plan ahead, set measurable targets, and justify its business decisions to the elected government. The Treasurer's involvement ensures these plans align with the state's broader financial strategy, while parliamentary scrutiny provides public accountability."},"summary":{"complexity_score":1,"scope_assessment":{"changed":false,"description":"Scope cannot be assessed as no legislative content was retrievable from the provided source.
