(2) establishing a contracts register with recording, searching, correction and evidentiary rules (secs 36–41); and (3) expanding administrative powers to require repayment of unspent receipts and to collect broad service information (secs 8–9, 19, 35). It treats Build-to-Rent (BTR) and Housing Investment Fund (HIF) providers under a separate regime (Parts 2–3) and gives the chief executive powers to require information and recover unspent receipts (secs 8–9, 19, 35, 36). \n\n**Who it affects and why it matters:** Funded providers (including BTR/HIF), registered providers, purchasers under section contracts, and tenants — because it prescribes compliance, disclosure, repayment and recordkeeping obligations (see secs 11–12, 14, 17, 25–33).
