It covers how to apply for design approval, who can assess and certify these vehicles (PBS assessors and certifiers), how the PBS Review Panel advises the Regulator, and what happens if a design doesn't comply with infrastructure or safety standards but is still considered low-risk.\n* **Vehicle Examiners:** Allows people already authorised under state laws (AVE jurisdictional schemes) to act as approved vehicle examiners under the national law, including approving vehicle modifications.\n* **Enforcement:** Sets out procedures for seizing number plates, returning seized items, dealing with the Personal Property Securities Register when items are forfeited, and how money from selling seized goods is distributed (first to the Regulator's costs, then to registered interest holders, then to the former owner).\n* **Financial Oversight:** Requires the Regulator's financial statements to meet Australian Accounting Standards and be audited by qualified auditors (public sector auditors or CPAs/Chartered Accountants). It also mandates independent performance assurance reports.\n* **Oversight:** Applies Queensland's *Information Privacy Act*, *Public Records Act*, and *Right to Information Act* to the national Regulator, but modifies them so they work across all participating states and territories.\n* **Transition Arrangements:** Provides savings provisions to ensure existing approvals, accreditations, and work diaries from old state laws remain valid for a period or transfer into the new national system.\n* **Administrative Details:** Sets formulas for annually increasing penalties and fees based on CPI inflation, and establishes who can be an authorised officer.\n\n**Who it affects:** Heavy vehicle operators, manufacturers, designers, engineers, vehicle certifiers, approved vehicle examiners, the National Heavy Vehicle Regulator, and road authorities.\n\n**Why it matters:** It allows the trucking industry to use innovative, high-productivity vehicle designs that might exceed standard size or weight limits, provided they are proven safe.
