Since the Order’s original enactment the scope has been extended and refined by later amendments: additions include voluntary assisted dying pharmacy and statewide care navigator services (cl.7(h); cl.8A), PathWest pathology as a statewide service and provider (cl.17–18), COVID‑19 vaccine provision and distribution (cl.11(3)), and telehealth/WA Virtual Emergency Department and remote monitoring services (cl.13). The compilation table shows multiple amending instruments (SL 2020/1, SL 2021/97, SL 2023/143, SL 2024/73, SL 2024/167, SL 2024/215), which updated schedules and service declarations. Operational responsibility and governance are assigned to the named health service providers (each 'established' and described as a 'board governed provider'—see cl.8(1),(3); cl.16(1),(2); cl.18(1),(2)), while the Order preserves certain Department‑run or contracted facilities by exclusion (definition and exclusion in cl.3 and various 'despite' subclauses). It creates six separate government bodies called 'health service providers' that are responsible for running hospitals and health services in different parts of the state.\n\n**What it does:**\n- **Establishes six health service providers:**\n  - **North Metropolitan Health Service** – covers Perth's northern suburbs and runs statewide services like BreastScreen WA, the Poisons Information Centre, dental services, and voluntary assisted dying pharmacy services.\n  - **South Metropolitan Health Service** – covers Perth's southern suburbs including Mandurah and Rockingham, and manages the statewide voluntary assisted dying care navigator service.\n  - **East Metropolitan Health Service** – covers Perth's eastern suburbs.\n  - **Child and Adolescent Health Service** – runs Perth Children's Hospital and statewide children's health services including mental health, newborn transport, and COVID-19 vaccine distribution.\n  - **WA Country Health Service** – covers all regional and remote areas outside Perth, including telehealth services connecting country patients to Perth specialists.\n  - **Health Support Services** – provides corporate support like IT, finance, HR and procurement to the other health services.\n  - **PathWest Laboratory Medicine WA** – provides pathology (lab testing) services statewide.\n\n- **Defines 'health service areas':** The legislation maps out exactly which geographic areas, hospitals, and specific health programs each provider is responsible for, using statistical boundaries (called SA2s) and detailed lists of facilities.\n\n- **Sets governance:** Most providers are 'board governed' meaning they are run by independent boards rather than directly by the Health Department.\n\n**Who it affects:**\n- Anyone using public hospitals or health services in WA\n- Health workers employed by these services\n- The hospitals and facilities listed in the schedules (over 120 country hospitals, plus major metropolitan hospitals)\n\n**Why it matters:**\nThis is essentially the 'organisational chart' for WA's public health system. It determines which hospital 'belongs' to which network, who runs specialist statewide programs, and where the boundaries lie between different health services. When you go to a public hospital or use a service like BreastScreen, this document determines which organisation is legally responsible for your care."}},"importantCases":[],"_links":{"self":"/api/acts/health-services-health-service-providers-order-2016","history":"/api/acts/health-services-health-service-providers-order-2016/history","analysis":"/api/acts/health-services-health-service-providers-order-2016/analysis","conflicts":"/api/acts/health-services-health-service-providers-order-2016/conflicts","importantCases":"/api/acts/health-services-health-service-providers-order-2016/important-cases","documents":"/api/acts/health-services-health-service-providers-order-2016/documents"}}
