It establishes **NT Regional Health Services** as the single entity responsible for running public hospitals and health services across the Territory, replacing the previous system of multiple separate Health Services.\n\n**Who it affects:**\n\n* **Patients and communities** – Anyone using public health services in the NT, with special provisions ensuring Aboriginal people have culturally safe care and involvement in health decisions.\n* **Health workers** – Doctors, nurses, and other staff now work under one unified structure.\n* **The NT Government** – The Chief Executive Officer of the Department of Health becomes the **System Manager**, controlling planning, funding, and oversight.\n* **Former Health Services** – The old Top End Health Service and others are abolished, with their assets, staff, and contracts transferred to the new system.\n\n**Key changes:**\n\n* **One health service, not many:** Previously, the NT had separate Health Services (like Top End Health Service). Now there is just **NT Regional Health Services**, which is part of the Department of Health (the \"Agency\") rather than a separate legal entity.\n* **Service Plan system:** The System Manager must publish an annual **Service Plan** setting out what services will be provided, how much funding is available, and what standards must be met. This plan is public and legally binding on the health service.\n* **Executive management:** A small group of senior public servants (the **Executive**) runs day-to-day operations and reports to the System Manager.\n* **Advisory panels:** The System Manager can set up advisory groups to provide expert advice.\n* **Financial accountability:** Strict rules require annual financial reports (\"acquittals\") that must be audited by the Auditor-General.\n* **Confidentiality protections:** It is a criminal offence (up to 2 years prison or heavy fines) for officials to recklessly disclose confidential health information.\n\n**Why it matters:**\n\nThis law centralises control of NT health services under the Department of Health CEO while maintaining local delivery through the Regional Health Services structure.
